I think the 3x XP idea is brilliant for Lava Dragon area because it encourages people to kill them as a group and fosters player cooperation; this is both on the side of PKers invading this area, and those killing the Lava Dragons together for each other's protection.
That being said, I feel some additional changes wouldn't break the game at all and only make them more attractive to both pvmers and pkers alike:
1) Change the name of Red Dragon Isle to Lava Dragon Isle (This only makes sense).

2) Add a southern exit to Lava Dragon Isle that requires High level Agility.
3) Change the XP for the Lava Dragon Bones to 108XP, which is 1.5x what regular Dragon Bones give (remember people, Dagannoth Bones already exist and give 125XP each).
If this is done now, the XP for burying the bones inside the Lava Dragon Isle will be 324XP, which is still alright for such a dangerous area. And because of the incentive to bury the bones on the spot, the Supply of Lava Dragon Bones is likely to be very low, meaning that only the richest players would be able to afford the increased XP at altars.
4) Replace the Green Dragons in level 35 Wilderness with the Red Dragons.
Don't forget the dragonscale drops that you can crush and add to the antifire potions to make super antifires!
And the staff is still useless, should have a 1,5 or even 2x damage on slayer tasks.
