OP actually should contact the specific Jmods he has questioned with, or better yet, through the designated Community Partners people that was recently set up just for this exact purpose of getting better communication between players and Jagex.
Regretfully, it did not happen this way that it should absolutely be.

Jmods also clearly said it is an experiment, it may not be forever. So just relax and open your ears to the truth.
that they think that not running a promo for th while simultaneously running a runepass promo is benevolent, for 1 week mind you,instead of both. this shows a state of mind. "possibly a one time thing". in the initial brainstorming, someone should have said.....oh hell no.

Yes, of course I know it is only 1 week but not both week and I actually pointed that out in this thread and another one in the TH forum. However, that's Jagex's design at this stage and they are in the process of doing a one week TH promotion "pullback".
I believe Osborne communicated it clearly in the live stream. He even reiterated "No. just the first week. It doesn't carry into the 2nd week" regarding the no TH promotion period.
If you said "no" to this and want 2 weeks, you have the rights to say "oh well no."
BTW, things can be different in the future. It may be a 1 week no TH promtion again. It may be 2 weeks or it may be TH promtotion as usual. We just have to wait and see until the 2nd RunePass season... if it comes.
