You can cry pay to win or you can say pay to win by getting instant gp is fine but pay to win by getting instant xp or items is not, too bad it is just your own opinion, not the opinions of the ones who paid Jagex 26% of their 2017 gross revenue through TH and not the ones who paid Jagex >20% of their 2017 gross revenue through Bonds.
I look at it this way:
On the one hand, there are people who look at this through a gamer ethos viewpoint, where pay to win is a big no-no.
On the other hand, paying for cosmetics only, because their value is limited, has a very limited revenue-generating potential. Offering real in-game value brings in the money.
Since games are played by gamers, it's therefore a trade-off between bringing in more money and alienating the core constituency that pays basic membership fees... as long as it enjoys the game.
Can one bring in more money and still keep everone happy?
Well, bringing in new members is the classic win-win. But that is not under Jagex' control. They can try stuff to attract new members, and it can flop after a lot of money is spent on it. Did NXT bring in lots of new members? After all, WoW has better graphics, and it was popular. But RuneScape posed a big compatibility challenge for a client with improved graphics - and NXT met that challenge, for the most part.
But even when the continuing teething troubles are fixed, and NXT works well, while it will benefit existing players, and maybe make the appearance of the game less off-putting to some new players, it is not likely to drive much in the way of new players. But I'm sure it cost a lot to implement - and it's going to cost some more yet to complete and maintain.
And, of course, the other thing is pay-to-play; that, unlike pay-to-win, is acceptable, and brings in real revenues. It has been kind of Jagex to grandfather at least the last two price increases.
