If it is a permanent offer, it will not be called a promotion then.
However, Portable Vic is a permanent feature. Everybody can spend a bond to exchange bonus xp to permanent xp. No worries.
Point proven then, its a limited time event/promo.
Vic is a scam as others have already echoed that sentiment, not only that, but its also time consuming because you have to convert bxp from a
single
skill at a time into currency, then buy the lamp, then use the lamp. Therefore keeping the players in game.

It only takes 10 minutes to convert tens of millions of bonus xp to xp with Portable Vic. The cost of one bond for each Portable Vic visit is actually very very low, and the player engagement of 10 minutes is even lower.
As I mentioned, to keep the users to stay in the game longer, and therefore potentially spend more money on TH keys, Runecoins or Bonds, Jagex will need more competitive game modes. So far competitive gaming is missing so they are not really optimizing their in-game purchase opportunities like the other games with Battle Royale, e-sports and virtual Casino and Resorts.
However, from their annual survey, Jagex is seemingly making competitive game modes in RS3 . That's good for players who want to stay in the game longer, and even better for Jagex's in-game purchase revenue and profits.
And how much time did it take to spin those 10s of millions of xp? Yea, that's what I thought.

For instance, we may get 7-10x huge lamps (usually a prize on the red rarity slot) for >80k bxp each from Raindom or Loot Duel events. That's like 500-800k xp in 1 "spin" already. So in 10-20 "spins" we can get 10 mil bxp and it means in like 1 minute or so we have that 10 mil bxp ready for either Portable Vic or temporary Vic/Nic.

In the past, Jagex have stated that MX was necessary for Runescape's survival.
However with the recent news, I don't think this is the case any more. I used to believe them and sort of just try to ignore treasure hunter. I have now changed my mind. Treasure hunter really does cause harm.
It is a straight up predatory mechanic to milk money from certain people.
With the recent news, legislation is coming. I feel it would look very positive for Jagex if they removed TH now before they are forced to change it through regulation.
If it causes too much hurt for the shareholders then fine, keep solomons, and I guess for the moment I'm happy about bonds in the game, it counters gold farmers to an extent and it allows the most dedicated players to earn membership through playing the game.
But I do feel it's time for TH to go. Jagex themselves have even said players have spent £1000 in a week or £5000 in a month on in-game purchases!
The increase in players to RS3 caused by the removal of MX should offset some of the monetary loss, and honestly in the long term will be more important to the game's health. If Jagex is being unsustainable with it's work without MX it should change. We already pay membership and that should be enough to cover the cost of the game and updates.
I hope that the high ups aren't just lining their pockets, while the regular employees are on minimum pay. Call me cynical, but it is the higher ups who make the decision about MX and they will of course call them necessary if that is boosting their pay-checks.
Jagex should set an example to the gaming industry and remove them.

Most RS3 players play to gamble in RS3. That's not an issue at all. The issue is that so many RS3 players use third party websites to sell their winnings for IRL cash.
