That's why they just announced today they are putting brand new loot boxes they called Cases to CoD: Black Ops 4.
Don't agree with their definition? Shrug! Just don't buy loot

Of course they're gonna claim their game doesn't provide gambling, if they did that would mean they'd have to prove all players are of legal gambling age (which they can't do), plus pay additional taxes,
plus
any underage players that purchase said lootboxes would result in criminal charges against the company for soliciting underage gambling.
I'm sure many casino's would also love to claim their
lootboxes
games of chance are not gambling too, that doesn't mean they aren't.
Personally curious I asked several people today (IRL) this question without mentioning lootboxes at all:
What would you call purchasing an item, token, or whatever; that is then used or directly gives a chance of getting what you want whilst also having the chance of getting what you don't want?
Albeit I've only asked about 7-8 people so far, but every single one of them said "
Gambling
". The longest response was about 10 seconds, cuz I had to repeat the question. Otherwise it was a quick (less than 2 seconds) response because it's pretty obvious to the average person.
Ask the above question and see your responses to determine if it should be classified as gambling or not.
If they don't consider it gambling then casinos (Real or online) also don't offer gambling and everyone should be allowed to play regardless of age because that's exactly what they do; sell you "chips" that are then used to have a chance of getting what you want whilst also having a chance of not getting what you want.
