I don't see OP specify anything about real money gambling or not anywhere in his post.
As mentioned, some governments like the Aussie Victoria Legislation and the Washington State Gambling Commission also have their own definitions of gambling even without real money involved.
Furthermore, let me remind anybody rerolling clue scrolls and raid rewards as well as staking in Duel Arena in a member world can also be classified as "gambling" if you pay real money for membership and/or buy bonds or other in-game/in-app purchases for it.
Paying for membership doesn't directly give you the loot or clue reward, whereas buying keys directly leads to opening TH chests, no extra steps in between. I've already told you this many times before, why do you conveniently forget about it? So that we can go through the same conversation again and again to inflate your post count?

That's your own definition, not what the governments in our discussion said

For instance, there are obviously a lot of "extra steps" in "gambling" pokers between players but it can still be considered gambling in most places of the world.

It is because of the way OP posted this thread. He did not specify any criteria at all so it has very little, if any, value of discussion.
When I was 8 year old, my grandma used to tell me all the time not to "gamble" on Monopoly with my friends and we only used the standard Monopoly "money" that comes with the board game.
Imo yes, as gambling is commonly referred to as spending money to have a
chance
of getting what you want in return, not guaranteed.
There's a difference between spending money and
guarantee
getting X which is what you want, and spending money to have a
chance
to get either A, B, C, D, E... etc when all you really want is X.
Spending real money to only have a chance of getting what you want is gambling to me. With membership you pay and get directly what you want (membership) so that argument is invalid. Think of the keys as casino chips. You're not buying to get what you want as what you want is not the chips, but what the chips can win.
If the paying for keys is getting what you want and not gambling, then most casinos don't offer gambling besides currency-accepting slot machines, they just buy/sell/trade pieces of plastic (or metal if you're using the metal coin tokens).
Whilst dueling and PK'ing could technically be argued as gambling, there's no actual real money gained/lost so nobody cares. It's only when real money is involved that it becomes an issue.
Most of it is the allowance of underage people participating in something that is identical in mechanics to gambling whilst spending real money. Gambling is a very addictive activity and society has declared an age limit to participate in such activities due to how impressionable younger people are, potentially ruining their lives forever.
It's similar to vaping in a sense, marketed as "safer and not actually smoking" whilst coming in a variety of child-pleasing flavors yet still developing the same addictive tenancies as actually smoking.
Swap smoking/vaping with gambling/lootboxes and it's the same basic issue; just because it looks different doesn't mean it's not intended to actually do the same thing; getting people hooked on it to spend more money whilst simultaneously claiming "it's not the same because it's designed differently."
