received news from The Ports that many of the recruits had lost party hats to shark attacks. This led to the development of Treasure Hunter "Partyhat Maps" which may be won on Treasure Hunter or traded to those who are inventive and aren't afraid of sharks.

Partyhats have skyrocketed massively in price during the last decade. There are many reasons for this, but the biggest one has not received any attention: partyhats lost due to shark attacks!
Sharks don't eat paper, so the partyhats might still be floating somewhere in the eastern lands! Here is my suggestion to recover them!
A new tradeable item called partyhat map is added to Treasure Hunter. This could be activated when sending out a voyage in Ports for a small chance of finding a wet partyhat of random colour. The chance would be 1/1000000 per mile travelled, but the chance would be multilpied by 10 is some of the crew members has lost a partyhat earlier!
This wet partyhat can then be dried by a new 115 level invention machine! There is a 50% chance of getting a normal partyhat of the same colour, and 50% chance of getting a broken partyhat. Broken partyhats can be worn too, but the look a little bit different. [...]

With Partyhat Maps there are several rng obstacles, plus skill requirements, and perhaps even quest requirements (and, perhaps, combat requirements if there is a shark boss to battle
)
So, Partyhat Maps is an excellent way to address the question of how common or super rare winning a Partyhat could be because the rng obstacles, winning the Partyhat Map, finding and getting the invention machine to dry the wet Partyhat could be configured appropriately!

Exciting, isn't it! There are multiple ways to implement Partyhat maps, the idea can still be developed further!

There are certainly many epic and thrilling ways Partyhat Maps could be retrieved from Princess Alessandra's mysterious Treasure Chests.
Alessandra was born into Royal Lineage during the late Fifth Age. When the young Princess came of age, she became bored with the events she was forced to attend, thinking that she should not be forced to suffer the "pomposity of the upper classes", which caused much embarrassment for her family.
She soon lost her patience and created a new identity for herself to escape her life, only taking her ballroom gown and now calling herself Alice. She began attending exclusive events she wasn't invited to, but soon became bored of that too as she desired to make a difference in the world. And, so she had an idea to entertain and delight those who are less fortunate.
Desiring a way to help less fortunate people she wants to offer Partyhats in her chests.
She's also thinking about offering Partyhat Maps for those who are more adventurous!
So, keep those ideas flowing, let's help Princess Alessandra help the less fortunate!

So, Partyhats on Treasure Hunter is an awesome way to burst their derisive bubble.
However, perhaps you're referring to the Divine Shark Bubble?
It's an interesting idea, the Divine Shark Bubble could be developed in to a Divine Partyhat Bubble, or a Divine Partyhat Map Bubble, or a
Divine Partyhat Map Shark Boss Bubble
, etc.
These Divine Partyhat Bubble variations could be won on Treasure Hunter!
Of particular interest would be the " Divine Partyhat Map Shark Boss Bubble "
The Divine Partyhat Map Shark Boss Bubble would first be won on Treasure Hunter, then the player must have the fishing and combat level to fish the bubble and battle the Shark Boss to get the
Partyhat Map!
Once the player defeats the Shark Boss and gets the Partyhat Map.

With all due respect, you've raised some serious issues, however, those discussions will take us off-topic.
It's the parents' responsibility to guide their children, but, again, this isn't the topic for that sort of discussion. Neither is the topic here about casinos. While it's good that you are concerned about such issues, those issues are not the topic here.

One of the reasons to support Partyhats on Treasure Hunter is that it will help balance the game. Flip/merch/investing Partyhats is overpowered and must be nerfed.
The bubble of flip/merch/investing Partyhats must burst because it's an overpowered leech mechanic. Additionally, no one has access to Jagex's data and that means that all of the Partyhat listings are inaccurate and prone to manipulation and fabrication to suit the will of the flip/merch/investors.
So, Partyhats on Treasure Hunter will address that issue and help balance the game.
