Here's another reason for releasing the Partyhats again on Treasure Hunter. We celebrate the holidays every year, the holidays are about sharing and caring, snapping the Christmas Crackers and partying with the Partyhats is a great way to share the joy of the holiday spirit with the entire community and it helps cultivate cheerfulness.
So, the Partyhats should be released every year because we celebrate the holidays every year.
Therefore, Runescape will become even more cheerful and fun because sharing the Partyhat parties are what the holidays are all about!
In fact, every season is the season to share and care for one another, so having an annual event where everyone can join in the Partyhat parties is really the right thing to do!

You seem to misunderstand the situation.
The current Partyhat market is already ruined by the flip/merch/investors as some artificially pump or dump the prices in order to maximize the wealth they leech from everyone else.
By releasing the Partyhats on Treasure Hunter, the corruption and abuse associated with flip/merch/investing will be nerfed and this will correct the markets and increase the cheerfulness all throughout the community.
