They were faction-aligned, but I don't recall anything saying that it physically prevented any other faction's god from attacking Yuska once her anima shield was weakened. If the spears were specifically attuned to allow for only that faction's god (or in the Godless' case, Vorago) to harm her, the gods basically put a dick measuring contest before the safety of the entirety of Gielinor.

Well that isn't entirely true either.

If it were, torture/the threat of torture would be much more effective at obtaining accurate information, which it empirically is not.

There's also the benefits to living under such a system (a generally more secure and larger marketplace, greater protection from outside forces, etc...) that could lead one to be loyal to a governmental system for reasons other than simply fearing punishment by the governing body.

Of course, but that's not my point. Fear and loyalty are not the same thing. You can both fear something and be loyal to it, but you're not loyal because you fear it. The mages who attempted to overthrow Zamorak with the robes of subjugation weren't loyal, they just knew what would happen if they openly betrayed him without any way of doing so successfully.

Loyalty is basically another form of love, or at the very least respect. Those who remained loyal to Zaros after he left the Empire to its devices were loyal because they respected his philosophy, and how the Empire led to prosperity for many people. The Zarosians had advanced industry, medicine, technology and magic. Even their farming methods and dealing with water distribution and waste disposal were incredibly advanced for the Second Age.

It is true that there were more people who feared Zaros than those who actually showed respect to the point of genuine loyalty. He's a god of darkness whose power is only topped by Guthix and the Elder Gods, and he has a reputation of ruthlessness and manipulation. But I think the manipulative aspects came from perspective from those under his loyalty aura, and learning certain things from the Chthonians. This draws a parallel with Seren, who has the same level of power and a similar aura that bestows love, and has a reputation of absolute pacifism and generally being what some may construe as a Mary Sue. And she learned about harmony and attuning with nature from the elves. These are things that Zaros and Seren could never have learned if they hadn't left Freneskae.

Bandos, but his dead so perhaps the Bandosian faction in-game. I feel determined to cut down anything/anyone that stands in the way of what is right when they pop up who show no redeemable characteristics, including an entire species at max if necessary.

Keep in mind this is only an example, even 'humans' could become my target if they proved to be a species that is antithetical to good/fairness and traits like virtue or compassion. Just as well as a book or individual. No exceptions.

Also heart(intentions) > actions.

2nd might be 'godless' but they don't have a deity, they think mortals are so much 'better' than all gods in terms of heart.

If I had to choose one it would choose the Godless faction until they redefine their goals (I realize not every Godless member wants a wholesale slaughter of the gods just the main character from their novels). Their presentation in the world events has been very poor, demanding the genocide of an entire type of being for just existing (or at the very least to ban them from accessing Gelinor). Their hatred of gods causes them to miss the deities benefits to society and strive to replace genuinely divine individuals with minigods, who will cause the same problems without nearly the same benefits due to reduced ability. Its not like Gelinor had no cataclysmic threats in the 5th age when gods were still banned. The Godless are often presented as those who are carrying on the last wishes of Guthix, but no one has ever stopped and asked if Guthix was right in barring gods from RuneScape. Maybe he was wrong. Yes the God Wars needed to end and time was needed for cooler heads to prevail, but in this universe, a god is just a being with so much magical energy absorbed into their body that they become a new type of being. Mortals can and will become gods. This transition will always exist as long as beings can access this power.

A close second is a tie between Bandos and Guthix. Bandos, for pushing so hard for war and violence, things that ultimately hurt society in my opinion. I believe I saw it put best earlier in this thread when they said he had some good points but was a really bad guy. Guthix ties him for prioritizing balance and then presenting it as though balance is one evil for one good instead of evil rewards for evil deeds and good rewards for good deeds. He was a god who shirked his responsibilities, and even though he never wanted them, it was the hand he was dealt and needed to get over himself (life rarely works out the way we want it to).

Well that's not balance, honestly, because it just adds more of the same, rather than counteracting one element with its opposite, but either way, did Guthix ever actually preach that? I know his followers did, but they were clueless.

Honestly, my personal problem with Guthix is that, out of all the Gods, he felt the most extreme and the least balanced. His idea of "balance" was having all peaceful races, no war, and no Gods whatsoever. That's as far as balance as you can get, especially when kicking out the Young Gods leaves just the weakest (mortals) and the strongest (Elders) at Gielinor.
Runescape doesn't need a hero...it needs a villain. An all encompassing force of evil that will remain ever-threatening and use chaos to make the peoples of Gielinor tolerate each other, grow strong together, and fight side by side against this evil. I am that villain.
