When the men are asked why:

That's just it, I'm fairly certain Aeonisig ordered the reinstatement of the Inquisition, and on top of it, this was the wish of Saradomin's followers, neck deep in utter paranoia and desperation. Don't get me wrong, I greatly dislike Raispher because of his actions in the book, and as for Roald I think he basically just stamped the request (it'd tie into the belief he is being steamrolled by Aeonisig, and considering the entire affair involved him getting murdered, his fiance murdered, he wasn't in a stable mental state)
It's just my opinion though. Mainly comes from the fact that Zamorak would likely be rather annoyed by some of his followers, just as Saradomin would be angry at his own for their actions.
