This chapter is about people in the world.

6.1) Rulers and nations

First, we discuss the various forms of government and current and previous heads of state.

6.1.1) Asgarnia
¤
The kingdom of Asgarnia was founded around the beginning of the Fifth Age, when Raddallin united the Asgarnian tribes and became their king. The current ruler is King Vallance, but he is allegedly too old and ill too rule, with Sir Amik Varze, leader of the White Knights, ruling as steward. The king's son, Prince Anlaf, rules Burthorpe, attempting to prevent the White Knights from taking over by fighting off the invading trolls. The fairly mental Princess Mia(zrqa) and the nasty crone Nora T. Hagg are distantly related to the royal family.

6.1.2) Dorgesh-Kaan

In the beginning, the Dorgeshuun was ruled by their general, as is customary, with Bloodfist and his successor Strongaxe in power at the time of their flight beneath the surface. As of the Dorgeshuun Civil War, however, which saw the death of General Bonehelm, Dorgesh-Kaan is a republic ruled by an elected council.

There are seven councillors, who each have their own area of expertise and whose names all begin with the Ur- prefix, including one head. Currently, this is Ur-tag, who succeeded the very old goblin Ur-lesh. Only one other leader is known, who was in office some 300 years ago: Ur-golt.

6.1.3) Fremennik Province and Isles

The Fremennik people have vastly different forms of government. The mainland Fremennik all have tribal chiefs, but Rellekka has a council as well. Their current ruler is Brundt. The Fremennik mountain clan is currently ruled by Hamal, son of W(ulf)gard. The tribe that in turn split off from them over a century ago was ruled by Gunnar, whose grandson Gunthor the Brave now rules Gunnarsgrunn in Misthalin.

Meanwhile, Miscellania and Etceteria have a monarchy, with the two kingdoms being united in 169 of the Fifth Age with the marriage of King Vargas and Queen Sigrid. The former's children, Astrid and Brand, were killed by the Dagannoth Kings in the Fremennik - Dagannoth War, leaving no heir to the throne. The islands do, however, have a regent in the form of an adventurer.

Finally, there are Jatizso and Neitiznot. The kingdoms were initially founded by the brothers King Jatizso and King Neitiznot, but Neitiznot has since got a burgher rather than a king: Mawnis Burow(ga)r. Meanwhile, King Gjuki Sorvo(tt) IV of Jatizso (and his cat, His Royal Highness Hrafn) rules with an iron fist and exploits his subjects. He will have succeeded Gjuki Sorvo(t)t I, II and III.

6.1.4) Gnome Empire

Both the Tree Gnome Village and Stronghold are monarchies, although the latter is more influential. The current king of the village is Bol(ren), the brother of a former leader, Bolrie. The stronghold is now ruled by King Narnode Shareen, who eventually succeeded King Argenthorg, son of King Healthorg the Great, who led the gnomes through their Golden Age at the end of the human Fourth Age.

The city founded by gnomish outcast Glouphrie the Untrusted, Arposandra, is currently ruled by a gnome named Glou(c)k with Glouphrie's name being a taboo.

6.1.5) Kandarin
¤
Kandarin is the youngest kingdom, having been founded three years after The Great Battle. Whether the ex-Saradominist or ex-Zamorakian survivor founded it is unknown, but it marked the end of the Carnillean family's reign and the start of a monarchy by the Ardignas bloodline. However, the kingdom has a constitution and the kings would rule with the City Council's approval.

The founder's son was 'Mad' Narras, who is known for inventing the Hangman game (and for hanging people who lost the game). He was succeeded by Ulthas, who welcomed King Arthur and the Knights of the Round Table from the realm of Britain in 132. However, Ulthas died in a hunting accident four years later and was succeeded by both of his sons, Lathas and Tyras, who had been ordered to divide the capital Ardougne in two, to the older Lathas' great dismay. Tyras was killed thirty-three years later on his brother's order, leaving Lathas the sole ruler of Kandarin. He was plotting against Camelot and in cahoots with the evil Lord Iorwerth, even agreeing with his final plan to murder the entirety of West Ardougne, planning to turn the city into a formal garden for him and his court, but the Ardougne Revolution violently removed him from power. He was succeeded by his cousin, King Thoros.

6.1.6) Karamja
¤
The tropical island of Karamja has tribal leaderships, with the exception of the pirate port Brimhaven. For example, Timfraku is the chieftain of Tai Bwo Wannai. However, there has also been a royal family on Karamja, consisting of King Dathalas, his wife Queen Rashiliyia (who later became the Queen of the Dead due to an issue with Zamorak) and their son, Prince Bervirius.

6.1.7) Keldagrim

When the dwarves initially fled beneath the surface at the start of the God Wars, they were ruled by a Council of Elder Magi. However, when Zamorak cast his chaos curse upon them, the council, led by Azdaran at the time, decreed that only a king could pull the city through its darkest days, not a "band of petty councillors." Gozdaron, a captain in the military, became the first King of Keldagrim, starting the Age of Kings.

Few kings were good, and often would they be killed so that others could rise to power. King Alvis was the last king and brought the dwarven Golden Age with him. He founded the Consortium, an organisation consisting of eight powerful mining companies. When he died with seemingly no heir to the throne, the monarchy ended as the Consortium took over the rule over the city. However, Alvis secretly had a son, who was adopted by the director of the Red Axe company. His descendant was the last director of the Red Axe, Hreidmar, until his death in the Sixth Age.

A year prior, the monarchy had been re-established and Veldaban became king of Keldagrim. A year later, after the Red Axe's defeat, he either abdicated, leaving the rule to the Consortium once more or to King Drunken Dwarf III, or remained in office.

6.1.8) Kharidian Desert

The Kharidian lands have vastly different forms of government.

Al Kharid is a wealthy emirate, currently ruled by Emir Ali Mirza, aided by Grand Vizier and Chancellor Hassan. Ali succeeded his father, the old Emir Shah, who died from a heart attack as a result of a poisoning in 169 of the Fifth Age. Al Kharid also has sultans, however; Ali Morrisane claims to have done business with the current sultan, while the ruling sultan in 76 died in the Great Carpet Crash (the idiot mistook a normal carpet for a magic carpet, and, well, fell off his palace).

Menaphos and Sophanem are ruled by the Pharaoh of Menaphos, who is not very popular with his subjects. He has recently put Sophanem under quarantine due to Amascut's plague breaking out. Before the Kharidian - Zarosian War, a pharaoh would rule the entire empire from Uzer. During the war, this was Senliten, who was succeeded by her son Osmumten. It is unknown how the desert was ruled after Tumeken's explosion.

Finally, the settlements Nardah (founded during the God Wars) and Pollnivneach are ruled by mayors (currently Awusah, respectively, Ali) and the Bedabin nomads have a tribe chieftain; Al Shabim.

6.1.9) Misthalin
¤
Misthalin was "founded" when Avarrocka grew both in size and power, having withstood Zemouregal's invasion. In the mid-Fourth age, however, it is little more than a rough conglomeration of tribes, all of whom pay homage to Avarrocka. Nothing that modern scholars would call a nation existed until the end of the age. Misthalin turns into a proper kingdom during this period, but the precise date is unknown.

Initially, Avarrocka was ruled by a council of elders, consisting of Tarrlo Remanis, Damar Lapuce*, Khom Prysin, Dathero Raispher, Marv Halen, Ramone Ravitz and Laris Gontamue.

Nowadays, it is a feudal monarchy, with various vassals (such as Duke Horacio of Lumbridge) serving under the king of Varrock. Currently, this is Roald Remanis III (with his second wife, Ellamaria), who succeeded his father, Roald Remanis II, between 143 and 160 of the Fifth Age. Other known kings are the obvious Roald I; Botolph, who was king during Delrith's first attack on Varrock and commissioned the construction of the Varrock Sewers in the year 17 and who was very afraid to be killed; and Claudius, who reigned at the end of the Fourth Age and founded Lumbridge in 1937. Whether these are direct descendants of the youngest of the Five Princes of Misthalin (the brother of Henry, Hywell, Bran and Tenebra) is unknown. The Marjoribanks family are very distantly related to the Remanises.
