Organisations that have something to do with politics or ruling stuff may be found here.

* The
Ardougne City Council
is an organisation that has some role in the ruling of Ardougne. Kandarin is a constitutional monarchy and the king can only rule so long as the council approves, although the Holy Order of Paladins believe the king has the divine right to rule and is superior to the council. One of its departments it that of public health and safety, of which Halgrive is the councillor. The Ardougne City Council supported the Ardougne Revolution that would end the treacherous King Lathas' reign and had the Knights of Ardougne evict the mourners from the West.

¤ The
Civic Office of West Ardougne
is a government body that is responsible for the ruling of West Ardougne. As of King Tyras' departure, the city warder Bravek possesses the highest authority in the city, although the head mourner (and King Lathas of East Ardougne) also had some power. Bravek suspected there was more to the "plague" than was being said, but did not step up against the mourners out of fear of being taken by them himself. As a result, he took up heavy drinking. Due to Bravek's frequent hangovers, the Civic Office did fairly little as the mourners rule in practice. As of the Ardougne Revolution, Bravek is in control of the city once more, although King Thoros is the official ruler. Bizarre Boron Fusswell, scryer extraordinaire. ¤ Also known as the Elders of Keldagrim, the
Council of Elder Magi
was an assembly of dwarven mages who ruled Keldagrim at the beginning of the God Wars, before the Age of Kings. They were responsible for the dwarves' repelling the Arzinian Being of Bordanzan, for example. When Zamorak afflicted the dwarven race with a terrible curse, seeking to create a chaos dwarf army, the council managed to find a cure that would halt the curse but also deprive the dwarves of magic. As stated in their last resolution, written by their leader Azdaran, the loss of magic called for a single leader to help the dwarves through the upcoming dark times, and it was decided that Captain Gozdaron would become the first King of Keldagrim, after which the council disbanded.

¤ The dwarven
Council of Elders
consists of a group of elderly dwarves who rule the dwarven colony inside Ice Mountain.

¤ As of their civil war, the
Dorgeshuun Council
rule Dorgesh-Kaan, with each of the seven councillors having their own area of expertise. The current (elected) head of the council is Ur-tag, with previous heads being Ur-lesh and Ur-golt. The other current councillors are Ur-lun, Ur-meg, Ur-pel, Ur-taal, Ur-vass and Ur-zek. The council is responsible for practically everything in the city as they have the highest authority.

¤ The
Elders of Avarrocka
were a septet of tribal leaders who founded and ruled the town of Avarrocka in the middle of the Fourth Age. It was one of their bloodlines that is able to harness the power of the Shield of Arrav. At some point after Misthalin's foundation, they made way for a feudal monarchy. The seven elders were Tarrlo Remanis, Damar Lapuce(*), Khom Prysin, Dathero Raispher, Marv Halen, Ramone Ravitz and Laris Gontamue. Bizarre Boron Fusswell, scryer extraordinaire. ¤ The
Elven Council of Elders
is an assembly of elder elves, the leaders of the original eight elven clans, that cooperatively governed Prifddinas from the Tower of Voices. It is said that the Temple of Light, designed by the Hefin Clan, was built by them to contain the Dark Lord. The seven elders, bar Lord Iorwerth of course, went into hiding during the Elven Civil War to avoid being hunted down by the Iorwerths. Lord Amlodd travelled to the Spirit Plane; Lord Cadarn became the leader of Lletya but without using his title; Lord Crwys transformed into a tree in Isafdar, although the power of the Dark Lord and the waste of Arposandra made him ill; Lady Hefin retreated to the marshes west of what is now the Poison Waste to live as a hermit; Lady Ithell died after constructing Lletya, but left her soul and memories in the village; Lady Meilyr retreated to a secluded dungeon beneath Daemonheim; and Lady Trahaearn entered a coma-like sleep in a cave near the Well of Voyage in the Underground Pass. In the Sixth Age, they all returned to restore Prifddinas, which they had reverted to a crystal seed earlier to prevent Lord Iorwerth from getting it, and sung the seed in the Grand Library, with Iestin Edern replacing Lord Iorwerth and Kelyn, a resident of Lletya, inheriting the memories of Lady Ithell.

¤ The
Fremennik Council
are twelve Fremennik in Rellekka who are responsible for maintaining the trials: a set of tasks young Fremennik or outerlanders need to perform if they wish to call themselves Fremennik. The twelve councillors are Manni, Peer, Swensen, Sigmund, Inga, Sassilik, Pontak, Thorvald, Sigli, Olaf, Agnar and an unnamed fisherman. Bizarre Boron Fusswell, scryer extraordinaire. ¤ The
Lumbridge Secret Council
is a group of people from around the world who are supposed to meet every decade in order to guide the development of Gielinor, but usually end up having a huge banquet. They were founded many centuries ago. In 5.69, the Lumbridge castle cook, a demented Culinaromancer, threatened to kill the members of the council, but was stopped by his assistant Franizzard Van Lumbcook, whose family was granted the honour of being the castle cooks forever. The current council consists of Duke Horacio of Lumbridge, Spymaster Osman, Pirate Pete, Skrach 'Bonecrusher' Uglogwee, Sir Amik Varze, Evil Dave, an old mountain dwarf, gypsy Aris, Generals Wartface and Bentnoze, King Awowogei of Ape Atoll and Phileas the Lumbridge Sage. The Culinaromancer tried to kill them again in 5.169, but was stopped and killed by an adventurer and the gypsy.

¤ Counting fifty-two grand high mages who assembled on Mt. Firewake, the
Mage Conclave
of Kethsi attempted to ward of the attacking Dragonkin after Elder Mage Etheron brought the Stone of Jas to Keth(s)i. This failed and only nine mages survived the disastrous spell, that angered the Dragonkin further rather than stopping them. Along with Keth*i, the entire conclave was annihilated eventually. Apart from Etheron, a known member is Dathana, who had her last stand on the Isle of Sann.

¤ The
Seers' Council
is responsible for the governing of Seers' Village in Kandarin, dealing with matters such as crime and relocation. A known member is Phant(u{wt)i Fanstuwi Farsight. Bizarre Boron Fusswell, scryer extraordinaire. OSRS: POH ideas & RS3 minigames & achievement ideas !

Spider Court
, seated directly below her throne room. It consists of the Grand Chamberlain of the Web, the highest of all the Spider Queen's servants; the Marshal of the Teeming Horde, leader of the Spider Realm's army; the Master Web-Spinner, her majesty's head architect; the Royal Fly Catcher, the Spider Queen's personal chef; the Keeper of the Royal Eggs, her assistant and egg keeper; the Knight of the Eight-Fold Seal, the most noble knight; and the Spider Herald, who serves as guard. ¤
Ali Cats
is an organisation of Pollni*nian street urchins who are taken care of by an old man. According to one of their members, Ali Dodger, they engage in theft, intimidation and information gathering.

¤ The
Bandits of the Golden Claw
were a crime syndicate operating in Kandarin and the Gnome Stronghold. Known members include Arthur Artimus, Armen (who owns a vicious giant pet kebbit), Barakur and Davey. After an unsuccessful raid, they hid inside Eagles' Peak from the gnomes and Barakur began designing puzzle doors while Armen attempted to ride the giant eagles. At one point, the mysterious old man appeared and gave them a bunch of spinach rolls. Later, after a successful theft in Ardougne Market using a giant eagle, he appeared again, but was ignored, after which he abducted the entire gang, as per usual. They have not been heard of since.

¤ The
Black Arm Gang
is a group of thieves who split off the Phoenix Gang after a disagreement in 5.143. In the ensuing fight, they took one half of the Shield of Arrav which the Phoenix Gang had. They are led by Katrine Raven and hide out in an old building in the south-west of Varrock. They also have allies in Brimhaven. Known members are Katrine, Johnny 'the Beard', Grubor and Trobert.

¤ The notorious
Fairy Mafia
was a crime syndicate consisting of a bunch of male fairies, most notably the Fairy Godfather and his bodyguards Slim Louie and Fat Rocco. The godfather had the Fairy Queen injured by a tanglefoot after which he took over Zanaris under the pretence of temporarily replacing the queen and began summoning legions of orks from Orks Rift, who caused chaos in the city. An adventurer helped cure the queen after which her general the Tooth Fairy formed a battle plan to deal with the mafia once and for all. As the godfather ordered his bodyguards to take the orks to Zanaris and kill all fairies, the fairy resistance, led by the adventurer, arrived, slew the godfather's ork army and defeated the fairy himself, who was subsequently sucked into Or(ks) Rift.

¤ The
Fettuccine Mafia
are a penguin criminal organisation operating from the Motherland, most likely Palingrad. Members include Noodle Fideu, Rotini, the Gemelli twins and their leader, Alfredo. The mafia is known to have created a sheep disguise for two KGP agents and provides fake KGP ID cards if needed.

¤ The
Highwaymen
are criminals who assault travellers to take their possessions. Their leader is the egocentric Dirk Turnip (married, four children), who ignores his men when they return to him bruised and beaten by retaliating victims. Nevertheless, the highwaymen remain in his service as they prefer him to their previous leader; Robin Hood, an archer currently in the Green Ghost in Port Phasmatys who made them wear silly clothes and sleep in the forest.

* The
Phoenix Gang
, posing as an organisation called the "VTAM Corporation", are a crime syndicate led by Straven Enroy, based in Varrock. They engage mostly in thievery and burglary and even stole the Shield of Arrav from Varrock Musem, after which King Roald Remanis II put up a reward of 1200 coins for whomever would manage to retrieve it. In 5.143, a disagreement between Enroy and Katrine Raven led to a battle however, in which the shield was broken and Raven's following took one half with them as they formed their own Black Arm Gang. The Phoenix Gang deals with treachery by stuffing the traitors in apple barrels and, depending on the severity of the betrayal, rolling them down hills or even stuffing them in Straven's cellar for a month. Known Phoenix Gang members are Alfonse, Baraek Brigson, Charlie and Straven.

¤
The Skulls
are a gang in Draynor Village founded by Khnum, a former palace guard of Al Kharid who was unrightfully fired after an incident with his young friend Ozan. The gang consists mostly of thieves and mercenaries, their headquarters being the old Draynor Jail. They also own 'The Skullery', an underground base with a bar. The Skulls have operated in the Wushanko Isles in the service of the khan of Thalassi. In 5.169, they were enlisted by the mysterious Lady Keli to kidnap Prince Ali Mirza of Al Kharid, a mission which Khnum gladly accepted given his grudge against the emirate.

¤ While not necessarily criminals, the
Wilderness Berserkers
are a tribe of people living in the Wilderness. They are primitive but very dangerous. Although they fight unarmed, they file their nails and teeth to be extremely sharp and use them to injure their victims. They fought on the Kinshra's side during the Siege of Falador.
