Admittedly so.
To rework it ot make the quest better would take the equivalent of a new quest.
They could rework the dialogue a little ... but that wouldn't be much of an improvement either.
I joked before about leaving the quest as-is, but as a stepping stone to a true finale for the Slug Series, where the reason the contents of the quest don't make sense is because we were out of our minds/not in control.
Though an amazing quest series, the finale was indeed a bit lackluster.
Did'nt feel like a finale though, I would'nt be surprised if there's gonna be another part.

There was so many plot strings in that quest series that the Jagex Expediency bus run over when they released Salt in the Wound. Though I do have high hopes for the follow up to the Invasion of Falador. Maybe this will finally be resolved.

Since you brought up the Invasion of Falador, something occurred to me.
It wouldn't surprise me if I learned that originally the White Knights and the Black Knights were going to play a big part in the Slug finale, having to put aside their differences temporarily to combat the Slug problem -- but that the idea was nixed because it was too similar to the angle used in The Void Stares Back in its finale.
I was really disappointed by this quest, and the FAQ released with it made next to no sense. It's like Trick didn't really know what he was doing, unfortunately. Perhaps, if a rework idea gets enough support on Runelabs, Jagex will consider making it.

It a follow on use the SitW ending as a plot twist, then a rework is not needed.

I, personally, think they need to remove the entire quest, move the rewards to
Kennith's Concern's
, add some funny dialogue to Sir Tiffy, claiming that "it didn't happen" and try again.
How about they remove the quest, and players who've completed the quest would talk to Sir Tiffy, which would begin a humorous conversation about him claiming that the player is imagining things, that Mother Mallum is still alive, and that the events of
Salt in the Wound
"never happened", complete with many pillar jokes, plot holes etc. Perhaps he could mention that Eva has been living in Karamja for the past few years or something. Anyway, after this long funny dialogue exchange, Tiffy would reward players who hadn't completed the quest before it was removed with the rewards from the quest (Experience and the Daemonheim bound ammunition) in addition to a "dead" Sea Slug hat, much like Captain Marlin's.
This would allow for the Sea Slug series to redeem itself with a fresh new path, continuing down the way it was originally planned, with a new development team.

I was kind of hoping the slug finale would tie in with the pirate quest series. Wahisietel made a thread about Xau-Tak having connections with both series, so I was thinking that Xau-Tak could think of Mallum as a failed experiment, and that the sluglings in the Braindeath 'rum' might have been the true success of its work.
As for the slug series, it needed a lot more fleshing out before Salt in the Wound which was, quite frankly, released far too soon. Kennith shouldn't have grown up, which completely goes against the timeline. It's as if the year is 180 of the Fifth Age and that Guthix is still alive. And the player should be pretty old at this point, as well as the other players except Kennith.
Although how about this for a twist? Kennith and Rabid Jack are avatars of Xau-Tak, and will meet in the Underwater City. Both people have slugs inside them that allow Kennith to grow super fast, like 10 years older biologically in the space of, say, 2 months or so. This slug would be either the new prince, or a princess as a backup plan in case Mallum gets killed. Jack has the other slug inside him and 'kills' himself in order to allow this one to mature and gain new power. Then the slugs meet and Xau-Tak itself arises, having undermined the Edicts of Guthix by reducing itself into spore form (the slugs), and now that Guthix has been killed, it can now grow to full power and cause untold horror with the zombie pirates and legions of possessed townspeople from near the coast where the slugs would arise from. It's Xau-Tak followers from the sea, against Saradominists from the cities on land who were already tussling with Zamorakians everywhere. And now it's the Sixth Age and the god killing contest is going, a real free-for-all is now on.
