In the end, she does mean well, and that's why I see her as redeemable. As long as she isn't trying to rule anymore, which she isn't. She's kind of pulling an Armadyl, but more benevolently. Kind of acting as a Guardian for her people, and letting them do what they want, compared to the past, which is why I think she is redeemable, imo.
