If there had been such a huge outcry, it would've left a lasting impact like MTX, EoC etc did, but it didn't. Outside this thread, quite literally nobody has so much as peeped about the event since it ceased to exist, because people don't truly care whether they get a few optional cosmetics or not, when there are already so many in the game, and when so many of them are better-looking than the discontinued ones. The discontinued cosmetics matter much more to those who already own them, because of the historical value they give to them.
Really though, you care about the completionists? Excluding the people who just go for the particle cape, any completionist in RS realizes or will come to realize that they'll never be able to complete the game like a completionist would. There are simply too many things to complete, and too much RNG involved; e.g. earning full treasure trail collection log is already on its own next to impossible for anyone. Even if we talk about strictly people who want to collect all cosmetics, it makes no difference: nobody will ever be able to collect all the cosmetics in the game. Just to give a few examples, the yearly golden gnome hats will never be possible to earn again, and hell, there'll only be a single player with this title: https://runescape.wiki/w/EEEEEEEEEEEEEEEEEEEEEEEEE
There are even more of cosmetics like that currently, and new ones will likely be added in the future, and people are fine with that, since they're optional.
