Yep, Jagex in its early days made quite a lot of decisions without considering the possibility that the game would last for over a decade, and this is one of them; it's quite clear that even back then, they intended the holiday items to become discontinued, but what they didn't anticipate was that there'd be a few jealous people in the future asking the items to be rereleased, which is why they didn't, how should I put this... set it in stone as hard as the part in ToS about not being able to buy your way to success with irl wealth (which they ofc unfairly removed).
And of course nowadays, because of that & because of what Jagex has become, they're doing what's most exploitative: trying to satisfy both sides at the same time by silently keeping the real classic discontinued items discontinued (so that the vets aren't upset by a rerelease while the jealous pointlessly keep their hopes up) and testing the waters with less sentimental discontinued items being sold out (like the shadow series, which Jagex also clearly said was meant to be gone for good after the initial purchasing period).
