Ironically, one of the lessons Jagex learned with OSRS was that in order to ensure true majority of people who actually want and care about a certain polled update
To have discontinued items or not, on the other hand, is just personal choice: some games have them, some don't. If you go about changing it when it's already been established though, you'll only upset people, because it'd be bait-and-switch: "we already got your money
Btw, fun fact: if Runescape didn't have enough players playing back when the discontinued items were available to earn from the holiday events, Runescape wouldn't exist today. To have a few less optional cosmetics available for everyone is a small price to pay to give those players a small token of gratitude for helping to keep the game alive to this day. Since if you display that you reward loyalty, people are much more likely to remain loyal too, which then helps to keep the game alive for newcomers in the future.
(versus there being people who simply vote yes because they think they got nothing to lose by voting yes, so why would they vote no?)

I bet you wouldn't like it either if the game had established no discontinued items from the start, and then people started asking for them, but you wouldn't know how it feels because this time, the roles are reversed.
