Gambling is illegal in many countries without a license from the appropriate national authority. In our case it is the Lotteries and Gaming Corporation. If you do not have a license to even hold a church raffle you can be fined a hefty sum.
It is illegal for minors to participate in any form of gambling in my country. Flower games, trust trading, seal game, etc... are all forms of recognized gambling within Runescape. Minors are participating in these and other forms of gambling on your site.
Jagex has admitted to offering a platform from which minors participate in said gambling and Mod Mark has hinted at the potential of setting up a casino.
Questions:
1-Are you going to follow the laws of the societies that have access to this content and acquire the appropriate gaming license?
2-Are you going to require proof of age through government-issued identification for players to participate in gambling content already being used on your game platform? This is a legal requirement in my country.
Problem:
You are already in a legally dangerous situation by knowingly allowing gambling within your game where it is prohibited by law. You knowingly are allowing minors to participate.
More Questions:
3-The laws in my country state that if any individual launches a complaint to the gaming commission, the establishment in question will be reviewed and possibly be subject to sanctions. Can you create worlds for said gambling content such that it can be isolated by national legal entity?
4-Are you going to donate to the multitude of gambling addiction centres that are trying to help people that your game provides a gambling platform for? If so, how much? If not, why not?
Easy Solution:
Remove gambling from the game. This removes your legal culpability.
