Additionally, I have never seen it as an issue nor as "WBModding" if you were to tell someone to post here or there in order to receive the correct assistance that they are looking for. That's why I said that it may come across as is due to the perception that if you tell someone to do this, you are acting like an F-Mod. We have seen these many times before, specially when we had a much higher audience. I'm glad that this is not the case any more as we have noticed the past number of years.
Actually, with the exception of the conversation that we are currently having, I have not seen an example where someone has been called a WBM lately or that the word WBM has even been mentioned.

And I wholeheartedly agree with you. In order to be considered a WBM, I'm sure you need to have build up a reputation for being one. Just a post like the example above does not make you one. I may even call that person a "troll", but yes, I concur with your statement. There needs to be a clear history of such a person posting and acting like a moderator in order to be labeled as a WBM.

The whole 'wbm' thing seems to have just dwindled away to nothing.
Possibly there simply aren't enough people posting here for it to be thought worthwhile anymore.
In any case, wbming was made perfectly legal by Mod Bartie as I remember.

Another thing, I still vividly remember the sheer "hate" some people have/had against players posting/acting as if they were moderators and the WBM-War in the past. Yes The RSOF was far more crowded/alive but also due to this war between helpful players and wanna-be-mod-haters. It was a total mess and unnecessary battle thus I am not going to "assist" moderators for that matter.

What about this thread? I'm not 100% sure if you are calling me a WBM or not, but if you did not know, I have always been part of Account Help, long before Community Helpers were introduced. The Account Help sub-forum was created on June 10th, 2010 by Mod Kat and there was a community created back then. Malua is the only active person that has been there since the beginning. I have been part since day 1 when Mod Kat introduced the sub-forum and Mod Harriet ran it. I recently came back to play, around December 2018 and I may always be found in Account Help or here.
If you do check my profile, most of the posts are in Account Help. The thread that you are referencing here was about an account help issue and I decided to jump in. Just because the OP did not agree with what was being said, I'm sure CM Nick's closing post clarified that the information that was provided by most people there was the correct one. Again, I'm confused as to what point you are trying to make here, but if answering questions in the Account Help sub-forum or in account-related thread is wrong, then I am breaking the rules.

As a player Jagex/JMods, and others ..., do hope that I enjoy myself being in The RSOF, reading/posting feedback, and it is not my duty nor my task to go patrol along the borders of any forum running up & down Forum Help to report misplaced threads.
These tasks are there for other more qualified people.

Forum Help was created for forumers to report rule-breaking instances and just like the position of a Forum Moderator, it's always voluntary. You are not required to report rule-breaking instances to Forum Help and Forum Moderators are not forced to moderate.
May I ask, since it is not your task nor duty to post on Forum Help, why use FMR to report the actions of a Forum Moderator?

Forum Help was created originally for;
- moving one's thread
- locking one's thread
- renaming one's thread
All the other stuff you mention about rulebreaking etc.etc.etc. has been added afterwards.
Why I do report in Forum Moderation Review? Quite simple, to seek clarification.
