To be honest, if Jagex only adds the feature to know if someone quotes you or replies to a post you've made, I'd be a happy camper. I'm tired of sifting through old threads to see if someone has replied to me via a conversation I'm having with them.
What are you wanting to see in the next year?

For me to do it, every page on every thread would have to be checked to see if someone posted something. That's alot of work just to find some someone said lol, bump, inb4....and so on.
But from the server that's different, and could be easily done and wouldn't be a heavy resource.

Can you get username information from the quote id? For example for this post it's 261-262-33-65181208-2374-329221791. If you can, then it'd be pretty simple to do notifications.
@Meredith, I haven't been able to get much at all from the ID. I suspect they point locations within a DB. If I could query the DB using the ID, without loading a page then that would open many possibilities.
New idea:
When a quote is viewed, send the id to a url
Then on your server check if it's been viewed
If not, add it to a database
Add a notification page that selects from the database where quotee = username
