I don't post much at all anymore, but I really believe it's their desired result. No need to spend valuable time monitoring a vacant forum.
I believe that's their goal as well. Less time moderating, developing/maintaining, more centralized focus (elsewhere). Their own site doesn't reach a broad audience the way twitter does and is also more difficult to maintain because it's under their control so people expect them to make improvements to it. While if twitter were lackluster in some way, no one would complain to Jagex about it. They've long since realized that overall player contentment and money spent are mostly unrelated. All they need to do is focus on TH promos and they'll be fine.

That's because the regular forums are more useful than Reddit in terms of long term threads (price checking, item sales, etc)
However, the "only" thing the HLF was ever useful for was discussion, and discussion, as well as Jmod activity, is more relevant/more prominent on Reddit.
Also, the people that give a big enough shit about the game to actually max are likely over on Reddit discussing it, because again, that's the best place for it.

This was also influced by EoC too, imo. It was a pretty similar timing, but a lot of forum regulars from 09-11 quit in early 2012/with EoC, and I don't think we've had that level of interest ever since.
