I think it's a great time to roleplay. There never really is a bad time, to be honest. The player owned kingdoms add a depth that comes at a cost, and the overall community has always struggled with that in my experience here.
I personally never really liked player owned kingdoms, why not just play a noble that owns an estate and a small amount of land? You get all the same benefits, without the lore destorying and eventual infighting and crazy that happens between different groups on W42. Roleplaying basically just becomes virtual tribalism.
Regardless, it's never a bad time not to roleplay. To roleplay, is to get immersed in the game, the lore, the world you've come to spend countless hours in and seek a greater depth of enjoyment. I first started roleplaying on Runescape, and have moved to other mediums and come back, perhaps it's nostalgia but... there quiet isn't a world like it that I'm aware of.
There are good people out here to roleplay with, and creative plot and stories just waiting to be shared. All you have to do is be willing to wander out there and find them.
