For reference, we locked down in mid-March until I believe the end of May and again at the end of November to January 15th (we are still in the second “pause” ).
I can see the 23,169 figure in your source and agree with it. Another important metric is "Adult Hospital Inpatient Bed Occupancy". which is 15,928. A simple calculation suggests that about 70% of all beds are filled throughout the state.

Keep in mind that Whitmer stopped non-essential procedures from March through May. This was not repeated in the second shutdown in November.

Anyway, the easiest way to prove if a lockdown worked for you as you seem fixated on the hospital beds metric would be to discuss hospital bed occupancy, which is easy enough.
