I think that could work, but in general it's a rather inelegant method compared to devices, which grant you secondary xp alongside a potentially useful device (and if it's just selling to others). Also it obviously wouldn't have any use for maxed players - and thus won't sink the components for them.
It generally doesn't take too much to make a material useful. Fortunates were utter junk before the alchemical onyx was introduced, now they're highly demanded (and also massively upgraded the value of treasure trails on top). Rumblings were utter junk before the alchemical hydrix was introduced - wouldn't say they're
too
demanded, but you'll certainly appreciate a scavenging or brooch proc much more than before. Dark onyx cores
could
have elevated ascended and corporeal components, but failed at doing so due to the asinine rarity of said cores. Probably more examples over the course of years, but that were the most prominent ones I could think of just now.
Also purely for the commons (and uncommons) certain components certainly are better utilized than back in 2016. But obviously not all of them - stave parts are extremely notorious for being absolutely useless even now. But yeah - I certainly got fewer near-maxed stacks than back in the day. Of course it could be nice if we were to get more general purpose devices for that matter (maybe even as more quest rewards in the future, doesn't need to be available for nothing), rather than something, that's just intended to be high levelled equipment - or an enchantment for those - which certainly was their focus with most of the things released in the past few years. But yup - they still have some way to go for that matter.
But that is why I had proposed converting overcapped materials automatically into junk. Junk
can
always be useful. Doesn't need to, but certainly can.
