Junk chance generally is based on the tier of an item (or some hidden value for non-equipables), so it would be identical for all kinds of battle staff (also it would be fairly hard to evaluate for non-craftables what it actually should be). I think the sole exception was pre-rework runite, since it needed to be overbloated in terms of value akin to it's alching one to keep some value. Generally the intention is, that you should disassemble higher levelled stuff if you want to see less junk - so rebalancing tiers would probably be more feasible I guess.
Care to elaborate what your intention behind item exp boosters would be - faster levelling? instant xp for items? I actually could imagine that the former would be a neat reward for some kind of activity or a boss drop

In the Arc reward shop you can buy all pieces of a T70 hybrid armour set. The body and legs accept augmentors. I use the set during my visits to Member worlds. I know getting it is a drag but it is available.

Wouldn't say redundant, it certainly still could serve as a complementary mechanic, since tools aren't in need of optimizing performance the way combat equipment is.
The combination of the brooch with the urn enhancer certainly makes sense, but I am not sure if outright combining them would be the ideal solution (especially in terms of why item x would be able to be combined, while item y would not). I personally would prefer a toolbelt solution with a switch to turn it off in order to conserve energy.

That's basically the result, that this thread sorta had time to grow from basically short after the toolvention release - there had been major invention releases like ancient invention, invention 2.0 or tech trees meanwhile - probably not all of them and of course not counting the dozens of smaller releases this skill has received over 5 years.
But not matter what - considering that not a single change, but fixing how perks are generated would go very deep into the game mechanic itself - that's why I consider it as 'quick'.
