Convert some of the existing tools into Skilling offhands: (justification that toolbelt nerfed these, so maybe give them some use back)
Inferno Adze
Watered down version of the corehammer and fyrtorch.
Only boosts woodcutting and mining. Retains the 1/3 chance of burning a log as you cut.
Big and Small Cast Nets
From Deadliest Catch, requires like 70 in fishing, hunter, and thieving to get.
Become a universal +1 or +2 passive boost in fishing. That becomes a passives +3 or +4 when fishing in the fishing spots that need the small or large nets.
Sacred Clay Tools
Depends on how far you want to go.
These would remain a "Tier 50" and "Degrade to dust" offhand tool.
Simple version is to scrap the unique tools and introduce just volatile and proto tools. One would give benefits to gathering skills, the other artisan.
Complex version
- Harpoon - +1 or +2 passive boost to fishing, +2 or +3 when harpooning
- Hatchet - passive boost to woodcutting
- Pickaxe - chance for critical or increase damage on critical
- Butterfly net - passive boost to hunter, increases when net catching
- Hammer - increase progress while smithing by 1 and/or give passive boost to construction level for furniture
- Needle and fletching knife - no real suggestions ... up to devs
