I think they use the rare market to launder the coins beeing made by the dupe into legit merchant profits.
Using the rares market to launder the coins made by the dupe into legit merchant profits is actually clever and highly plausible. Throughout my day in the world 2 corner, I noticed there was never any influx of upper rares available, only plenty of merchants ready to pick one up for 300-500m cheaper than current estimates.
Should this be the case, this is going to be one of the largest market manipulations in Runescape history.
This is just a possibility:
Step 1) Dupe GP and Rares
Step 2) Use your main legit accounts to stock up on the same rares that the RWT/bug abuse accounts consistently buy rares through the GE with duped shard stacks.
Step 3) On bug abusing/RWT accounts, offload some of those rares through RWT but mostly the GP as most RWTers probably prefer cold hard GP.
Step 4) Start selling off a percentage of those rares on your main legit accounts at heavily inflated prices.
Step 5) Ensure that your RWT/Bug abusing accounts have sold off less rares than the amount of rares bought through the GE.
Step 6) Get those RWT/Bug abusing accounts banned with a nice stack of authentic rares.
Step 7) Create video of duplicating said rares.
Step 8) Share clips with one of the most subscribed Youtubers and cause hype throughout the community to sell off rares.
Step 9) Buy back even more of these rares to hoard at extremely low price with the full knowledge that your fake accounts being banned caused the volume of rares to drop drastically.
Step 10) Enjoy your profits in the long-term through legit means on main account with a nice stack of these much lower volume rares.

Because lets be honest,no legit player or merchant would be silly enough to buy a ton of santas for 1.7b And one reason for the dummy cheat accounts to do so could be to transfer and launder some of the money. This also explains why hats and other rates didnt didnt rise as much.
Santas are perfect for this,beeing in ge and having the by far highest normal volume.
To some people its not about merching but more about collecting. Thats why while there is a lot of santas only small portion of them are in active trade right now because there is several collectors that has had interest in it due to the low price and volume.
These people dont sell the collections unless they feel like its more worth to collect something else. Thats why its not out of question that the hat price would be able to take such price hike on era where max cash of extra wealth on individual player is very common.
If price jumps from 800m to 1.7b its safe to say the price is bloated but its still doable even with one merching group with enough capital. While i believe the santas and other lower rares were the items dupers bought to get rid of shards and coins to make space for new dupe, it was only the start that kicked the cogs in motion, rest is all just people seeing santa rise and buying it. I dont think its the dupers sitting on several santas now, think majority is already rwt'd and swapped to osrs which means some of the swappers are sitting on significant amount of santas.

Im not 100% sure but what im aware of right now it was mostly shard stack mules they lost for like 100billion worth so not that many lower rares left the game + at least before Jagex had habit to return discontinued items with low enough value straight to ge which was the case even on phats before their price exploded. If they have changed this practice then i stand corrected.

Rares on banned accounts were never reintroduced to the GE. If you search bank bidders on Wiki, it confirms that. They considered the idea of reintroducing banks on banned accounts through an auction, but it got voted out.

If you take a look at the GE most valuable trades list, you can see that no partyhats have been sold in the GE within the past month or else it would be on that list.
Again, this is just my guess. You’re free to believe that all these rares were reintroduced.
