Yes, it's right here in the TOS:

"All intellectual property or other rights in any game character, account, content, virtual currency and virtual items in the Jagex Products are and will remain the property of Jagex and/or its licensors. You are only granted limited permission (which can be revoked at anytime) to use such content or Jagex Product, subject to and in accordance with these terms and conditions.

As legally binding as the conditions of entry to any store.
Furthermore. It may remain the property of Jagex Ltd. They're only protected from unlicensed copy's of RuneScape.
Yes they are entitled to discontinue service to any persons.

But that does not mean any persons cannot suffer a loss and be entitled to compensation.
Ultimately they were operating on a razor thin premise that no longer apply's.
No longer is RS just a subscription service thus are no longer protected by service Law.
The sale of bonds opens Jagex Ltd to failure to deliver suits.
Where the user has paid for a service, and has not been supplied or provided with expected coverage.

Bonds are transactable for game items directly. Not just for membership access.
So if Jagex were to ban a user for a time long enough. Any court in the modern age would class that as a failure to deliver or even avoidance to service.
That's even before any reasons from Jagex Ltd would be given for the users revocation or access to what will be found legally their property.

Remember.
You don't even own the physical cash in your pocket. But are entitled by law to have what ever it can be swapped for.
In the membrane.

Seriously people.....if items were in fact duped then all rares wouldn’t have increased this drastically in the last few weeks. The complete opposite would happen. It’s as simple as supply and demand. Now as a mod said a few pages back the dupe had no effect on the economy or “rare” items which points to this being a complete win for those bug abusers and merchants. You don’t duplicate items if you’re planning to exchange your spirit shards for gp in order to then sell that for real life cash. Also I won’t ever say names but someone was already hoarding hundreds of Santa hats on one account (and probably many more with buddies) so this psychological dupe really helped Santa hats leap up in price. I believe lowers will come down a bit but all rares over time will continue to rise as scarcity is king.
