The number of Golden Phats that will be created, by my estimate at the very lowest, would be 25,000+
In 2019 RS reached its highest membership count at the time which was 1.1million. So let's assume we're still hovering in that ballpark (for the sake of my estimate +/- a few 100k makes no material difference)
Next we have to consider OSRS is much more popular and makes up the majority of those members. Based on historic online player counts about 25% of Runescape players play RS3 so now we're at 250k (Here we are assuming nobody will come over from OSRS to play the event)
Now we play the guessing game, if only 25% of active members play RS3, and only 10% of them bother to do the golden phat event, we have 25,000 golden phats. 20%? 50k, 30%? 75k and so on.
So my ultra lowball estimate is minimum 25k golden phats will be created, probably closer to 50k-75k+ because a lot of people will do this event
, probably including some OSRS players that will come grab one.
Feel free to poke holes in my logic here.
EDIT:
Updated my numbers to reflect historical online player counts in RS3 vs. OSRS
