I am curious when was this said exactly?
Also: I'm a bit worried about this whole Cup of Quests as it seems to be run exclusively via Twitter.....hopefully this isn't "what quest gets the chop" kind as the numbers I've seen so far aren't exactly reflecting the whole of rs community are they now? ...

It was not from Twitter. Mod Warden said it 5 days ago on Reddit:

Hey everyone, Hunteresque here!

Just a quick announcement to say that we have a date for a new quest! Desperate Measures will be released on Monday 27th July!

How are we feeling about it? Are we excited? :)

It is only Quest #2 of the year, but hopefully we will see more quests in total for 2020 by the end of the year to avoid an even further decline of the number of quest releases (2019 had 3 quest releases in total)

I'd love to hear your thoughts at this time :) !

You might want temper your expectations. The only other quest mentioned in Tuesday livestream was only given a "possibly coming out this year", not even confirmed to be in the design phase. Considering that October and December usually don't see much beyond holiday events (and they're looking at previous events like Death's Door as a foundation for these events going forward), we have a general idea of what to expect for the rest of July and what seems to be the main centerpiece for September, that it clearly won't come out in August if it's this early in development (thus leaving only November), and that the Quest team "won't be at our peak questing time period" for a little while still, I think it's reasonably safe to assume that DM might be the last quest of 2020.

Though, on the bright side, if their new design philosophy bears fruit, it's likely that 2021 and beyond should have much smaller gaps between quests (and content drops in general, for that matter), so fingers crossed.

Thanks for bringing this to my attention Vengeance Of, you've been very helpful. This, despite being disappointing news currently for questers, is a very crucial point to note.

Under this link, we find a new content production method (monthly release cadence) followed by positive statements for quests followed by a negative one:

Positive: "Cater to all the different player groups: Area, Bossing, Skilling, Questing." We are very committed to the lore narrative of the game and will be addressing it more in our plans."
Negative: "We won't be at our peak questing time period."

I have contacted Mod Raven again to try to understand what this means for the future of quests this year and in 2021. For example: How long will Jagex not be at their peak? Does this mean that there will be a drastic lack of new quests in 2020 but they will start to pick up in 2021, with allocated "quest-months?" I am unsure. I will let you know what I find out.

Hi guys,

Me again! I was contacted by Mod Raven this morning on Discord and he told me to watch the livestream on RuneScape's YouTube channel as it would give us more answers than he would have the time to give.

I have finished watching this video over lunch, https://www.youtube.com/watch?v=l5SRxa4xmI0 and it appears that this "monthly release cadence" program could help quest content in the future.
For the time being, however, a few points that Mod Warden said are important to note:

1. Warden: Archaeology level content is not feasible at this moment in time.
Hunteresque:
From the livestream, this seems to be largely down to COVID-19 and the issues that its caused.

2. Warden: Moving towards a much more tighter cadence and we want to move to a relatively decent monthly release.
Hunteresque:
This seems like a good goal to meet, so we are not waiting huge amounts of time for an update.

3. Warden: Content will be a mixture of sizes. It will take us a bit of time to get to this point.
Hunteresque:
I just hope that time period won't be more than 6 months.

4. Warden: We are going to do our best to cater to all of our players. Area, Bossing, Skilling and Questing
in particular.

Hunteresque:
Warden seems to appreciate and understand the lack of new quests in the game recently by saying "Questing in particular". We thank him for addressing this.

I am glad to hear that the lore-narrative of RuneScape will be tended to further. It is a shame to hear that quest releases are still looking small for the time being but I can understand why as an internal reshuffle appears to have happened.

6. Warden: We've got a lot of great, great players that track how many quests that we do on a year-to-year basis.

7. Warden: We're going to try and get out another quest by the end of the year but this is not guaranteed. We're going to shoot for that.

I can't say that I'm not disappointed to hear that questing will get another 'dud' year, however, I am really hoping that Mod Warden's new action plan will sort out this lack of quest releases so that we can have a better questing year for 2021 and onwards.

So, what does everyone think? I understand if you're disappointed about the 2020 quest releases (I am too!), but I do think Mod Warden portrays a lot of confidence in his monthly release cadence plan and I'm willing to give it a whirl and keep optimistic about it :) .
