Different players have different standards on what is a "reasonable amount of attention". For most MMORPGs, there are hardly any quests of Runescape's quality, let alone 4 quests per year.
Perhaps Jagex think 4-6 quests a year is reasonable.
Unfortunately quests have very little re-usable values... so players better hope for quality over quantity.
It seems a little strange to say that they would think 4 quests for 2018 is reasonable when we consider previous years. Reusable content never used to be an issue all those years ago, so, it's bizarre that it has become an issue now.
They took the lore from quests and added them to ED story modes and live events. Essentially, these are the traditional quests in most MMORPG like WoW, FF, etc.
As for why they don't like one off content, I think they said players asked and voted for it.
I agree that the lore in the Elite Dungeons and whatnot is a great idea, but, what I don't understand is why Jagex didn't implement a quest for each of the 3 Elite Dungeons? Of course, the dungeons could still be played again after completing the quest as many times as the player wishes, but, I still think it would have been an amazing questing idea and it suits quests perfectly. (An unexplored dungeon, what could be better?!)
I don't know about anyone else, but, I think that would have been 3 really cool quests where the objective is to explore and clear-out the Elite Dungeons. That brings something new and innovative to quests too!
Unfortunately, I don't remember this player poll about reusable content, so, I can't really comment on that.

If they made Xau-Tak quests, they would have to spend a lot more time on development and graphics. However, it serves the same story telling purpose when they deliver the lore through notes, books, dialogues with NPCs etc through ED and live events.
Jagex said it long time ago when they introduced their concept of Bottled Quests.

Are we sure that it would take a huge amount of time to implement one NPC at the starting point of an Elite Dungeon/in another location in RS who tells you to go and explore the dungeon for a reason?
Because that's all they had to do to make Elite Dungeons into 3 quests as well as combat experiences...

I agree 100% that we need more Quests, and now that the Mining & Smithing Rework is complete Jagex can go ahead and make more. Indeed I can think of several that do not need to carry and 6th Age production weight:
Remember back when there was a Quest a month?
They could send us on a few Temple Knight missions against the newly resurgent Crassians?
Have Achietties send us on a quest to find the resting place and lost secrets of the hero Camorra. (Or her adventurer parents whom Xenia said disappeared)
Let us know what happened to King Vallance of Asgarnia.
Does the Varrock Palace Secret Guard want us to take the fight right into the caves of the Dagon'hai?
Introduce us to the Abyssal Knights more properly. Surely an alliance between the Void Knights and the Temple Knights deserves some love, and you already developed a backstory for commander Kenton Decarte (which could easily be a basis of a Questline).
We veterans remember that
The Void Knights Series
was basically done by only three Jmods - Mod Moltare, Mod Nancy and Mod Rathe - so there is no reason why similar small Quest series cannot become the norm they once were.

I hope so mate! I'm actually quite impressed with the rework! What do you think of it? This is a positive start and hopefully, this trend will carry on throughout 2019
! RuneScape definitely needs a year of well-thought-out updates, as I feel it's been struggling with a massive backlog for the past couple of years.
I was already 99/99 before the update, so I don't have a big stake in this either way. In any case, it was a little complicated at first, but much more interactive than it used to be, which is a plus. They'll eventually need to update WC, Fletching, Crafting, RC, maybe even Fishing and Cooking, in the same way, albeit in this distant, distant future. Heck, if we get Mobile soon, I wouldn't mind if they started working on the other skills as early as mid-2020, even. We just need more new, fun content in the game before such an undertaking.
To answer your question, though: decent. I thought I wouldn't like it, but it grew on me. Still, I don't like that S gives disproportionate XP to M. Thought that would change with the rework, but guess not... Also, Imcando grind, here I come. Yay.
That makes sense and I do agree that they will probably have to do reworks to quite a lot of the other skills as well! I think the disproportion between Smithing xp and Mining xp is a bit bizarre also.
Yeah, I have to grind for the Imcando Pickaxe too. R.I.P me haha!
At least I got my toolbelted D. pick back; saved me a good ~12m. It is because Jagex didn't overlook "minor" issues like this before rolling it out that the update was so successful. I'm sufficiently impressed after an year or two of abject disappointment. I just hope they can keep it up like in the glory days.

If 3 people can make a whole quest series, I'd say it's definitely possible for this to happen again, considering that the company have probably become bigger since The Void Knights Quest Series! Quests have been minimal for the past few years, it's time they revived that quest a month spirit.

They never said 4 quests in 2019.
There will be an Easter Quest this year. So at least 3 quests before the end of April already. You better believe there are going to be more than 1 quest in the remaining 8 months of the year.
