I can't remember, either. I can't think of any other quest that even could have - that's because when most quests are "promised" (by reveal on the main stage at Runefest in front of hundreds of people at the event + thousands more watching on the livestream and VOD of the livestream) they typically come out not terribly long after, and no quest has been able to generate so much conversation after its release to keep a thread going for 2k posts. (Though I can believe it if some quests may have possibly gotten over 2k posts, but dispersed across multiple threads.)

I wouldn't take anything for granted when gears keep shifting as quickly as they are. Public comments by Jagex have trended towards the negative in recent years ("it never polls well'," "the same five people" speaking out for it every time) and even if that is somewhat tongue-in-cheek it can have a chilling effect.
So it's still very important anyone who supports this continues to speak out. Post count is largely historical rather than an indicator of current interest - it's largely irrelevant!

Would that it were so easy. They'd be screaming it from the friggen rooftops if it were in development, and we would be seeing some teasers. No, the only quest in development is Evil Dave...

Have faith friend. I have a feeling this year is going to be your year. It's not in development right now, sure, but I suspect this is the year they will decide to put it into development.

The Evil Dave quest is the only one confirmed to be in development. Although much have changed this year (Expansions --> No Expansions) I do believe that the concept of "The Year Of Surprises" has stayed. We may very well have more than one quest currently in developement. How much in advance did we know about AoD or Memorial to Guthix? About two weeks, I believe?
However, you do have a point in that we would know if RoP was in development. As for other quests we may very well not know about them having been developed before we see a news post on the main site. While unlikely I wouldn't rule it out given this year's updates so far.
