However, you do have a point in that we would know if RoP was in development. As for other quests we may very well not know about them having been developed before we see a news post on the main site. While unlikely I wouldn't rule it out given this year's updates so far.
I actually knew about Memorial, though not all the details about it. Late last year, Mod Stu asked us on Reddit what kind of Guthix lore we wanted to see ingame. I knew it wasn't for the Easter Event; the Guardians had just finished up on Arc Batch 2 and were thus working on their next project. AoD was a total surprise, although I also remember one of the testers basically let the cat out of the bag on what we then assumed would be "Nex Hardmode."
And no, I'm going to go with Mod Kelpie's assessment here: "very slim." I'd have been more likely to win the Golden Path raffle than for RoP to happen this year, and I didn't win the raffle, so...

People have been telling me that for years now. I refuse to believe it until it's live, because we've simply been burned too many times. Even if they announce it at RuneFest this year, which I severely doubt, we'll simply be right back to square one, until it's
actually live.
I would not expect to see Rite of Passage this year. It's a big project and I think there are more urgent pieces of "Unfinished Business" to get out there first.
I find it very unlikely that we wouldn't be open about when development was starting on RoP, it's not like the concept is a total surprise to people (though I expect to change the design a bit now).

The core would stay the same, so the stuff we've revealed would be unchanged. But I'd want to tweak the story and setting a bit following some internal lore stuff we've been discussing.
I'd probably re-look at the mechanics of my original design a bit again. We have new technology for island creation that could change what we could do quite nicely.
@Giras and Raxxess: Saradomin has already had a 6th age quest with DoC. To me, every faction should have gotten a quest before any sequels were made. The Sliske series wrapping up so soon kinda ruined that though :/ Armadyl and the Godless STILL don't have a quest. And that is wrong.
@Raven: Would the quest difficulty and requirements remain the same? And would RoP still be envisioned as the first quest in the Aviansie storyline, or would it now be standalone?
