As I said I don't care about the smaller devs that do small content drops just to try and tip toe our current players through a year for the current company in charge, I care about the game changer developers that can actually work on big projects and drop something special for the community.
RS3 has what? about 10-15 of those developers? 3-4 of them are mainly put on one project and if any problems arise the company's pretty much in a rut for years.... look at the max cash update that I think few players even cared for, just an easy example of the lack of competence this company has for the community.
You don't care about "smaller devs" then why should those "smaller devs" care about the smaller few RSOF users who don't even care about them. They care about the game changer players, the ones who pay RS3 and helped them to growth their revenue by 18% and then 20% the last 2 years.
If you don't know RS3 has more than 10-15 developers then you are just so small that's not even seen under their microscope. The RS3 team is bigger than the OSRS team, meaning they have more than 60 developers.
There was an update on this during the May 3 livestream. "Designing Runescape"
From 22:35-24:40 on Youtube (unlisted)
It starts later, at 23:34 on the Twitch version
Links can be found on the wiki under the livestreams page.
TLDW is they aren't working on it, and they are instead working around it.
They are working on something to improve the current Tick system. The original plan is to reduce it to 0.1s from 0.6s currently, but then they found out 0.1s was too hard to do so they are going for 0.3s. Either they are doing 0.3s tick or something similar or "work around it" or whatever you want to call it, the project is meant to improve the current tick system. That's the point.
Now I watched the video. I didn't see anything about them "working around it". What they said was tickless system work in other games but it may not work on RS3, but they can do things their way (not work around it). We will still have a tick system and they have resources working on it.
What Mod Jack said wasn't really anything new. Previously at least Mods Keeper and Rowley have said similar things in different occasions. Basically we are stuck with a tick system. They aren't going to work around a tick system, but will improve it rather.

Your version is pure fantasy. We already covered that in a different thread. So when I saw you mention it again I thought you would appreciate adding some facts to the mix.
Also, focusing on 'work around it'. That is my very brief description. It's a very short clip. Maybe repeat viewings could help.

What pure fantasy and what "facts" to the mix? All along we know we are still going to be stuck with a tick system, but the game engine team are making improvements to it then the content development teams (meaning RS3 and OSRS) can make changes to improve the games accordingly. They clearly mean they are still working on the tick system, even if you insist on using words like "work around it" it is nothing new. The facts is they are working on improving the quality of our games with a better tick system.

You know its a bad day when Mod Jack and Dilbert2001 aren't in lockstep agreement.
Roddy is right, Jack outright said the tick-system update isn't happening in that stream, and that they have to make improvements around the .6s they have now.
The .3 tick system was totally made up. Guess who that was? In the other thread I asked for more details and you linked it back to the osrs winter summit. Or whatever it was called. They were talking about how an update caused the game to lag, lengthening the game ticks. They said they would improve the servers and cut it in half. (an obvious exaggeration)
Through google I found your post on this forum that same day, and the .3 tick system was born.
Now, the most recent information available is provided in the Designing RS video. It took a while to sift through and I even matched the timestamps. Sometime later in the video he also says up to 3 years! Of no updates for a new tick system, but maybe less. I'm not digging up that part.
