Now awensering your first question, it doesn't matter if they are cosmetics. One could argue that everything is a cosmetic in an online game, but i'm not going to.
It matters simply because people like me and the others would want those available to us. That alone means they have a value, so again, it doesn't matter that they are cosmetics.
Otherwise you could say that every other cosmetic and title and pet could be given out for free, or made exclusive for whatever reason simply because 'it doesn't affect gameplay'.
Just like i want all holiday items available to me, yet thats not going to happen.
What does this "value" have to do with anything?
Just because something might have a "value" to someone doesnt mean they should get it, otherwise i would have all cosmetics that i want.

doesn't
do this with holiday items, namely the untradeable ones, doesn't mean they
shouldn't
. OSRS unlocks access to
all
previous items, irrespective of when it is that you complete the event. Only entitled brats consider this to be a bad thing. After all, newer players still missed out on the fun and nostalgia of the previous event(s).
