We are not talking about the gold farmer. This is to prove that Chinese players can play Runescape in China but they may not be allowed to travel aboard and attend Runefest and as such they can't get the Runefest exclusive item and nobody can blame Jagex for giving exclusive items to certain players in certain circumstances and it answered your question.
