You are 100% right.
Purple presents were always able to be opened by F2P...until this year. Last year, I found a Snow Cape token inside one of my purple presents.
This follows the members-only Halloween event this year. Also, don't forget the curiously-timed bug that denied F2P access to Edgeville Dungeon and the Varrock sewers for most of last month's DXP Live.
Now we have Christmas 2023, during which F2P need not concern ourselves with chasing holiday rewards, as the only ones we have any real access to are festive foods and other assorted crap.

Yes, F2P can still receive Purple Christmas Presents. This is actually a good thing because my F2P toon can wait until the last day to pay a bond (or if you prefer real money) to turn member and reap the benefits of all the Purple Christmas Presents
As for the dialogue of the Fort, you probably don't realize the Fort is part of the free to play world too, just that most content within the Fort like quests are members only doesn't mean Fort Forinthry is not part of the F2P Gielinor. It is similar situation with Anachronia and other maps.

It is also true that white, blue, and purple presents could be obtained and opened by all players during prior Christmas events. That changed this year - and it is not a change for the better.

If there is "nothing good about this" to you, too bad to you. However, this definitely saves me some payment for membership time. I am sure other players can be benefited from turning members just at the last moments of the events.

I don't know why you replied to my reply to the person who asked for whether presents can be banked with whether the presents can be opened by free players that are totally irrelevant to the discussion between us. Why don't you also realize rewards from the presents have been different for every year too. Purple Christmas presents this year isn't the same as Purple Christmas Presents the other years. So?

I replied because your response was incomplete.
The issue is not that the individual rewards are different. There have been differences in which items are offered every time.
The issue is that purple-tiered presents have always been able to be opened by F2P up until this year. Previously, we could receive large XP lamps, along with tokens and other items. Some of the items were P2P-only, but these could be banked or sold. This could have been done again this year, to keep free players from gaining certain items Jagex did not wish F2P to have. Instead, they simply denied free players everything at this tier.
If we were talking about gold presents, it would be a different story, considering how rare they are. While not as common as white and blue presents, purple presents are still common enough for a free player to receive.
