but I meant that for example i want to build a decoration in the citadel. I've done 75% of it but the week is over. Is the 75% going to stay after the tick? (the 75% is more than the amount the storehouse can save) Thanks !

Ahh I think I gotcha
The storehouse only saves excess resources - if the resources are used for upkeep or an upgrade (the decoration in your example would count as an upgrade) they count as used resources and are automatically kept regardless of the storehouse tier. So the answer (to what I think your question is) is yes
If that wasn't the case, clans would have to get upgrades in a single week which is zupa difficult for some like the Tier 7 upgrade

Our clan citi hasnt reset the cap limit for our members. typically it would change every sunday but this time it hasnt. has there been a change on when this reset happens or did we possibly trigger that to happen? please help us out
If the issue is your build tick moving there are two possible non-bug issues I can think of.... The next week's build tick is set to the time the first clannie enters I think (there is a grace period within which an entry to the citadel won't change the time of the tick btw). So perhaps it's possible that noone entered the citadel last week until way after the tick and it was moved because of that? The second possibility is that someone manually changed the tick through the quartermaster. However, manually moving the tick will reset your cap so that option seems unlikely.
If the issue is your cap not resetting after the tick, I don't see any logical reason as to why that would occur so a bug report is the way to go imo.
Our clan 777domination777 Citadel build tick is moving by itself. We recently set the build tick to start on Wednesday at noon time USA CST. It has now moved out to Thursday. Can you fix this issue and put our clan build tick back to Wednesday noon time USA CST? Or can you please tell me who we can talk to about this issue?

Is there anyway we can get the build tick changed back so we don't have to re-do the upkeep again? So if the tick time is at 9:00pm cst, how long is the grace period so the tick time will not change?

How to move the tick:
1 – Go to the citadel keep and talk to the Quartermaster.
2 – Select the option to move the build tick.
3 – The build tick will be moved to exactly 7 days after the time at which you requested the build tick change.
Note:
The build tick automatically changes each week to the time at which the first members entered the citadel. This is a useful way of changing the build tick by a few hours.
However, there is a 'grace period' after the tick. If a member enters during this grace period, the time of the next build tick will not be changed. The duration of the grace period is not known.
What it costs to move the tick:
1 – The cost of moving the build tick is the same as the cost of upkeep. So if you move the tick you will end up paying upkeep twice in one week.
2 – The resources you have collected in the citadel are NOT reset after you choose to move the tick. The clan members who have not capped yet need to collect the necessary resources.
3 – If you fail to pay the double upkeep, your citadel will dilapidate.
Note:
If you have capped before the tick is moved, your cap will be reset and you can cap again.
If you have not capped before the move, you will be able to cap once and then again by leaving the citadel and re-entering.
Avatars will only be able to cap once.
Unfortunately I don't know how long the grace period lasts, but I hope the quote above helps you move the tick
Basically, talk to the quartermaster and move the tick at the time you'd like it to be at - it will then be postponed to next week at that time. You'll also have to pay double the upkeep to successfully move it.
