When are the peak hours in Runescape usually?
I heard it's best to sell high during peak hours and buy low during silent hours. Is that a good way to merc*? @puretppc

It can be. I think there are some items whose prices vary predictably over the day. For example, I would expect vis wax to rise in price at 1:00 am GMT.

Peak hours are usually evenings/afternoons EST.

How does max price items work?
i have a max cash offer for blue phat that has been in since 2012 March that hasn't filled.

Does it just fill those offers before mine first?

What I am trying to get at is in "theory" one day my blue phat offer will fill assuming the max cash pile limit never changes.
