Amazed to see I am still in the FC and somewhat amused that the discussion here is about people like me :P
But for interest the reason I never told people I wanted to leave even though I havent beed around for a few weeks in because I dont actually want to go, but I havent been playing RS much recently and when I do I feel like doing more AFKy stuff than dungeoneering. Leaving though means I cant be in the FC which I still do do from time to time.
On the topic of openning the FC though, I might aswell tell you about a system a FC I used to be in used to get round a simular problem. They wanted to increase their capacity over 200 so founded a Clan and opened the CC to all guests. They then ran 5-6 FC that they added people who joined to alphabetically (so all a-f names were in FC1, all g-n names were in FC2, etc).
Everyone was required to be in their assigned FC when in the CC so moderators could easily check you were a FC member. All non members were booted from the CC without warning and banned if nessesary, although tbh not many actually ever joined. The FCs also had chat turned off to ensure all convastions were in the CC for everyone to see.
It worked really well from where I was but I imagine it was a bit of effort on the moderators part, and also moderators need to actually be members of he Clan to be able to kick.
THought I'd throw it out there though :D

I'm still wondering if calling something "Keyer" is necessary.
I'm sure there are people who would like to key but don't think they are good enough to be "Keyer" rank. I've seen a lot of people refrain from keying because they're afraid of making mistakes and ruining the floor in comparison to the standards they believe normal Keyer ranks uphold.
Basically it's a form of elitism, and isn't necessary to have.
It would make sense to have Keyer ranks if you HAD to have one of them keying every floor, but that isn't the case. Anyone in the FC can key a floor if they want to, so what's the point in having a rank called Keyer? Maybe I'm just nitpicking lol.
I just think it should be called something else :p
All they really have to be able to do is gauge whether or not Smilies are ready to become a ranked member, so perhaps the name should reflect that.
Everything else I support.

concerning Kio's idea:
i am indeed intrigued and judging by the number of applications that appear when they are opened, it is something that could be trialed and then constructed to be there if we need it in, what i expect shall be, the very near future.
some disadvantages and questions i feel should be addressed are:
*the question of what would happen in the future if the clan chat becomes full capacity? we would have to increase the strictness on what can and cant be discussed in the cc which could/would result in only "floor+4" etc being allowed to be said.
for example, in the a lot of activity focused fc's, if you wrongchat too much you are removed, in dg4fun right now we just sit back and watch it unravel and then have a laugh about it :P
*the spamming problem that could arise with an open clanchat and what would happen if the ban list was maxed out?
we all agree that dungeoneering as a whole is highly competitive when it comes to clans and friendchats and the dg community isn't what you would call stable, pm's have been spammed when another clan/fc sees our vex in the lobby, an open cc would lightning rod those spams
*the sanctuary that is dg4fun cc (but then again a friendchat could be created for clanmembers to chill out away from floors being formed)
*the main reason i, and many others, joined was because of the social aspect of this chat, we have fun and get along with each other but we also get the job done when it comes to what we are centred around: dg, would this aspect be lost as memberships increase?
*the ranking system would become irrelevant because you would need to officially join the cc to get one that would be visible to every member because people would be all in different friendchats

advantages:
*increased capacity
*potential increase in activity
*we would become a dg cc that doesn't require applicants to leave their present cc to join us (a major plus point)
*if friendchat capacity maxes we can easily make another one to compensate
*trusted clan members could each monitor one friend chat to make sure people in the clan are members (that could be a pain in the backside on busy days but still possible)
i know that my advantages look thin when compared to my disadvantages/question and that some of what i said is a lot of worst case scenarios but as a whole i fully support a trial run and i'm eager to experiment with this concept
