I've had some pretty fun and memorable floors with you!
As for the current discussion, I can definitely appreciate where everyone is coming from, although I'm only going to comment on an idea I liked.
Ranks should be revised, at least in title - I've seen quite a few people not form floors because they felt like that's what Keyer ranks were supposed to do. While not the root of the problem, it certainly doesn't help that the rank is called Keyer. It's easy to see why newer members are hesitant to key floors.
Instead they should be called something like Mentors, or whatever you feel like really lol, but not Keyers.
I also feel like they should have the responsibility of helping those who want to improve, hence why I thought the name Mentor was apt. Something as simple as shadowing a player while they key a floor and offering simple constructive criticism could really help more people get involved with forming and keying floors. I feel as if newcomers would be more inclined to take the wheel if they knew someone was there to help them along the way.
It's not something I can see happening terribly often but there are some people who would probably be willing to help out, including me. Perhaps just every so often offering to mentor someone for a floor or two in the FC, and responding to anyone who requests for it.
