Just perform regular sweeps of the FC, every month or two.
Have a thread that current members of the FC must post in. Make it known that the thread is around for a week or so before clearing out those who don't post in it.
Those who want to stay will still be there and inactives will continually be removed to make room for more active dgers. If they want to come back they can easily reapply.

Just to clear some things up...I wipe the fc once a week. That's 5-10 people a week...that's about 10% every two weeks gets deleted. We personally look at each and every member and decide whether or not they are inactive (and that means not doing floors). We remove inactive people after a month...each and every one. This takes a lot of time. We aren't being lazy.
Our intention is not to be an instant floor fc. If that was the case we'd run things differently. Our limit is 200. We've been at that limit for a while. The floor situation is what it is. It will not be changing dramatically. If people want more frequency of floors they need to find somewhere else to get them (they make worlds and clans for that).
Logically, I think we're doing fine. We have 200 people from all over the world who play a game together, but their play time ranges over a 24 hour period. Some only play 1 hour a day, others play 12. On that game there is a minigame that they also play, but not all the time (maybe 50% of the time). What are the chances that 10 people from that group happen to be on the game at the same time and also playing the minigame. It seems like a long shot, but we do it all the time. Our members are pretty active :) .
And please stop bashing the generals about inactivity. We care about this fc. We take care of this fc. It's hurtful when people accuse us of not caring, constantly. If you don't see a general on then maybe they play at a different time than you. We have many people who floor a lot but don't care a lot. They are only using us to get towards their goal (surprisingly these are usually the most active). There's nothing wrong with that, but we aren't like that. We have reached our personal goals and continue to care about this group. Look at Lux and Sereg. They quit rs but still care enough about this group to participate in our thread. That's caring.
We've had this discussion before. Therefore the rant :P .

Thanks Dster0 for your post on inactivity scrub. You reassured me my memory hasn't totally failed me. I vaguely recall you or one of the other gens saying the same in one of the earlier threads. It reaffirms to me, this group hasn't come this far by chance, but thru much effort by the gens that is often ignored, let alone appreciated.
Many changes to RS have taken place in the past year. Some changes make it much easier to max certain skills without as much sheer boredom, they once had. More minigames and activities were added. These changes draw on our members to do other things besides dge all the time. So, it surprises me not to see fewer floors in these days.
Would changing to a new group of 200 change the statistics? I think not. Probability law predicts the same result after the dust settles. It would require a drastic revamp in membership requirements for applying to expect a major difference in the result.
Personally, I join the FC to monitor for f+1 calls that last for 5 - 10 mins. Then I offer to fill. Since I already am 120 and have no desire for 200m xp, I don't want to take up a spot, where someone else would benefit. I also enjoy special hunts and will stop, what I am doing, to join in at times. Either way, I need to be a member to access the FC to do this.
It does seem to me the number of long f+1 calls has decreased in the past 2-3 months. If so, it may be due in part to fewer floors being formed or my not being in the FC, when they occur.
Open FC? There is another popular group, different style, that is open FC. Guess what? Their floor activity dropped over the past few months. Especially, when many in their FC got busy leveling rc, instead of dge. I even looked into my old clan a few days ago. It is dge oriented, but no floors were forming!
So, I'm not convinced any simple change will precipatate a greater number of floors in. You would need to force it as a membership requirement. Jagex forces us enuff.

Many of you see it as the broad view that it is slightly better than before, however i still see it just as bad as it was during the time runespan came out.
It's just as you say though Swiftles, you aren't interested in dging anymore. Much like the rest of the fc including the gens. They fill floors that get stuck at f+1 all the time. That's not what we should be satisfied with though. Our applications are filled with new people every time we open them. We're taking away dungeoneering time from people who potentially could give us the spark we need to make this chat as lively as it should be.
We closed the fc because it was flamed and spammed ONE time. I admit it was a good solution, but in this long run now we should consider what it was before. I'm proud of the fact that i bring so many friends here and get them interested just like the rest of the chat does. However every time I do it's "oh your applications are closed, does it really get crowded with 200 people?" No. I'm on for 20 hours a day being its summer. I can truthfully tell you the fc is never more active than 3 floors at once, and more than 30 people in the fc at one time. This needs to be settled. I can't sit back and allow the gens to just say they're taking care of it, because it isn't working. I agree not everyone wants to dungeoneer at the same time. I agree that some people dungeoneer less than others. But there are those that WILL and SHOULD dg with us. Lift the restriction, and nudge people to floor a little more.
We are a chat designed for dungeoneering, Swiftles is an example of one player that isn't interested in dging in our chat but chooses to stay to help every so often. How can that be considered actively taking part in dungeoneering?
You can't say I'm not addressing the problem guys, really. This is the way my eyes see it and I don't want to sit back in spite of it all now.
