The problem is not that they've lost interest in the content, but that they are thinking only of themselves and not of the clan as a whole.
In that sense, there is indeed a clan issue that needs addressing.

In that sense, there is indeed a clan issue that needs addressing.
They've selflessly devoted their time to building two Tier 7 citadels. Some of us have capped every week since citadels were released. It's understandable that we have some clan mates who'd rather spend their time doing other things now. This is particularly true for those who have limited time to play each week. I don't begrudge them feeling that way now.
Edit: If that's a "clan issue", I'll own it. Guilty as charged.

I'd like to share some of the experience I've had with the citadel in my clan, hopefully it'll be useful to you.
My clan was stuck at Tier 5 for months until I put some time into expanding the clan.
I regularly recruited many new clan mates and let them know that fealty 3 is a one-off requirement for ranking up. (We removed this requirement some time after achieving tier 7)
If they had some interest in the clan, they would help out and get a rank up.
If they had a lot of interest in the clan, they would continue to contribute to the citadel after ranking up.
If they weren't interested enough in the clan to get fealty 3, then they left.
If they didn't eventually cap or leave, then they stayed in the clan as a corporal.
We also let people know that continuing to cap would be good for ranking up after that, although it wouldn't be strictly checked nor required.
We now have about 30 wonderful clan mates who help out at the citadel regularly even though we don't require it for any ranks. They say the experience and knowing that they're helping the clan out are enough for them so that they're happy to do it.

If the majority of a clan doesn't benefit from the Citadel and doesn't want to cap, it would also be selfish to keep asking them to cap.
You have to ask yourself exactly how important it is to your clan to have a tier 7 citadel, Some people say its key to attracting a lot of new members but i dont understand why, i think a tier 7 citadel isnt as desirable to players as some think.
Its not so bad to have a lower tier citadel

I don't know how important a Tier 7 citadel is these days either, Scret. It may actually be more appealing to many potential recruits to say you don't have one now. idk.
It is not selfish to ask your members to cap, not even in the slightest.
You should have to put work into something that does something for you. Putting in 2 hours max of work a week while gaining xp in many buyables isn't so bad. If someone can't manage that but put more than 2 hours a week into the game doing other things, well then. Sounds to me like they shouldn't be in my clan.

Due to its xp rates i would have thought that its not on the majority of new recruits priority lists.
Saying you dont have one will have absolutely no difference to those who dont care, theres 0 appeal to saying that, theres absolutely no point or reason in just abandoning a citadel or closing it.
