It wouldn't be beneficial for Serene Souls but I have been in other clans where I can definitely see how this would be really beneficial.
Stopping unwanted guests would be great and prevent potential trolling or unwanted tension on clan chats, but could these accounts be stopped from joining by just adding them to the ban list? It doesn't require closing the clan chat to guests that way either.
The good thing would be if there were several Alts made and you could deny access that way (that would have been helpful for us a few months ago).
I would definitely support it as it could really help others, but perhaps an option just to leave CC completely open for clans like ours
....
We keep our cc open. From time to time, individuals from another clan crash into our cc and spam obscenities and generally disrupt the cc. Closing the cc stops this, but we have a lot of serial guests and (hopefully) potential new members stopping by to check us out. So closing the cc is a poor band-aid.

how many good ideas have been shot down by this generic answer? A business grows when it offers a good product. A good product is created through trial and error as well as consumer feedback. What is the point of the consumer feedback if you decline the vast majority of good ideas due to a lack of interest in development? A game can only go as far as its makers wish and this game could go so much farther if they just invested in it.

This is not a generic answer - it was given after significant discussion with the rest of the then Community Development team about what was or was not feasible and what resource would be required. In this case the suggested development requires very large engine and game development resource and therefore was unlikely to be considered given the other priorities for the game and the relatively limited impact of the suggested change.
When Mod Maz first started working with the CLF she discussed honest answers and telling people directly what was or was not possible, and where we can why, rather than the more fluffy answers that could be given often. That does result in the CLF getting relatively direct "unlikely to happen" answers rather than something like "well that is something we would like to do in the future" which while often well intentioned leaves people wondering why they don't have a change to the game they felt they were promised 5 or more years ago.
This game is being invested in - there is a massive team of developers, product owners, designers, graphic artists and qa'ers working directrly on the game, producing new content on a weekly basis while other dedicated teams work on huge projects like the RS NXT Client.

We solved this problem by allowing our bronze star ranks to have guest kicking permissions. We also have the "sdgajl has joined the clan chat as a guest" set for bronze stars. This leaves us with many available members to deal with the trolls. It also helps if you track them back to their original clan. Most of the time it is just a small group of members and their clans leadership will take care of it for you.
