How's this sound for a fair compromise?:
While no upkeep would be needed, if visitor count is below the minimum of 5 for 2 build ticks in a row (2 weeks), then the Citadel will drop a tier.
This both removes the upkeep and prevents dead clans from being T7.

surely there is enough evidence that the support for wanting the change outweighs the support for people not wanting change.
Jagex have always based their content on updates the majority of the community want. EG Runelabs, which you youself mod matthe stood by as a good system, So does it not apply in this situation too? as many more clan leaders want the change surely there must be room for discussion.

Increase the max storage of resources by 10x or more.
So people can gather one week and not have to worry
about it for a while.
Here's something else worth mentioning: Resources carrying over from previous weeks.
If
upkeep were kept (which I'm still against having), then at least allow resources from previous weeks to carry over. We could change capping from a weekly task to a monthly or bi-monthly.

If clans dont enjoy it, why do it? This is something I never understood.
My clan has had a Tier 7 for a long time now, and we never get bored of it. Its built into how we are as a clan, we all look at it as we are putting into something we worked hard to get. Someone said it before, you need to maintain what you build.
I like the upkeep because its something we hold pride in and many other clans as well, Im glad they dropped the upkeep though to what it is today as it allows smaller clans to keep their hard work with out the major stress.
If anything Id love to see skill plots and some fun changes done before this.
Lissa I do like the roll though, that would be brilliant!

Because its about letting clans enjoy it, they dont enjoy it because its poorly designed by having an upkeep you have to be constantly constrained to for the rest of your life if you want a tier 7 citadel.
Big majority of clans dont bother with it because they know they just have to commit to this chore. This is meant to be clan content, sociable and relaxing not a headache constantly if you want to enjoy the actual content.
Saying well if you dont enjoy it then dont do it doesnt make sense, its about letting people enjoy it.
and like lisa mentioned this can be balanced out by increasing the resources needed to build and still keep the visitor count, maybe even raise that.
The avatar wasnt well designed either but at least theyve made big steps in its usability and made it less of a chore.

Our clan enjoys it, and still after its release with a maxed citadel and all the trimmings we still do. If they don't enjoy it, they dont have to do it, my understand was it was a choice for clans to have something that they could work together at.
The joy for us is achieving and maintaining what we worked hard for.
