We tried the "make everyone an admin so they will care" approach and it did nothing to motivate the lazy ones. The same small group continued to cap. The others who couldn't be bothered would either ignore us when asked to help cap or leave chat until after build tick.
Too many players seemed to only care what they could get out of it while not being willing to put any effort into it. They were content to let others do all the work and still expected the benefits. Some of these type of players are the ones moaning about no citadel now. Go figure.
I've made my alt clan owner while I take a break on Espy. After capping two accounts every week (and sometimes as many as four) only to lose the citadel, I'm fed up.
