Furthermore, some suggestions for the interface rework. (sorry if this isn't exactly what you're looking for in this thread, it was included in your main post so I figured I might as well mention them)
First of all, I think the new interface is looking very promising! The current one is very user-unfriendly, so this is a much needed change. Whatever you can do to reduce the amount of clicks and interfaces I have to go through to edit my clan members, the better!
One thing I would urge for is working with colours. For example, instead of just having the “Avatar Warden” checkbox on the “Player Based Permissions” interface, also have the background colour of that cell change to green. There are a lot of boxes and text on these interfaces, so working with colours would greatly improve the sense of orientation and requires much less focus especially if you're tired. If this is not feasible, would changing the colour of the checkmark to a different colour be possible? If that also isn't possible, could you make the list sortable by columns? Just anything to improve visibility.
Also, when I make changes to any data of a clan member, could their entire row change to a different colour? Just something that allows me to quickly find all the people I've just made changes to for one last check, before I press that “Save All” button.
NIS might not allow for this, but here goes:
I have two pretty big monitors, one of which I can turn 90°, which gives me a lot of vertical space. Considering there are potentially 500 clan members, it would be amazing if I could utilise all that vertical space to look at pretty much all my clan members' data at the same time. So in essence: is it possible for you to let the interface fill up all the available space to reduce scrolling? I'm asking because from the draft you've shown, I can see about a maximum of 11 members on the clan menu, instead of the 18 we can see on the current interface.

What we would like is separate permissions for what rank can change a clan mates rank. Basically all the settings of an individual person we would like to limit to certain ranks being able to edit them.
We also want a separate check box for which ranks can kick

I am aware that these cannot be stored due to memory, but it would be great to have a system where by a player with the correct permissions can click a button, write a message, and have it derived to all online clan members (whether they are in the chat or not, like the event notification).

Same as any free text entry, due to abuse potential, we'd need new systems in place for reporting etc...

Ahh... no it's not ordered by rank on that interface, it just appears that way. It will still be alphabetical and the same filters you have now.
Would it be possible to change it to list names purely alphabetical Aa-Zz instead of the current A-Z, a-z list. Like, to have the lower case letters alphabetized in the same list as capital letter names, instead of separately?

I did not see any permission suggestions to change what ranks can and cannot lock the clan chat from guests, or prevent guests from talking in the clan chat. I don't think these currently exist, and I did not see them in the suggested additions.

Maybe jobs could be reworked into the permissions system as well, as a secondary layer of permissions? By default they would do nothing, but you could (through a second tab) set the permissions of these jobs to do the same things that ranks can, without being a visual rank, and then you could use a priority system to make jobs override default rank behaviour (for example). This way, I could (for example) give certain generals the permission to invite new clan members, without the need for player-specific permissions.

Our checkboxes graphics and behaviour are templates - so no, colours on individual checkboxes aren't really an option.
I do intend to change the background of the row you are editing.
No, the interface can't be resizable in the way you describe as it is a container interface (see all the tabs along the top?) It will function in pretty much the same way as your Hero interface does now.
