changing it was kind hard on smaller clans . the bigger clans don't care but the smaller
clans suffer . as a leader I have seen allied clans fail because it was brought in

Darkscape does not have the features that require the cooldown/probation to be in place. We'd have to remove Citadels from the main game at the very least for that to be possible.

Why not just remove the probation and replace it with 7 day cooldown on the Citadel?....
You know, that better system we used to have before someone decided probation would be a good idea.

The majority of the clan community are telling you that what you intended to happen is not happening
The old system supported the conditions of the citadel so that isnt an issue so therefore if the only difference between darkscape and RS3 is the citadel then the fact it has been removed in darkscape just completely contradicts its continued existence in the game.
Whats up with the utter stubbornness to retain this useless and mostly disliked update?

We have explained, as we do in the first post of this thread, what the requirements are for any changes to the probation system. Switching back to the former system does not meet those requirements and therefore is not a change we would make.
This is not a matter of stubbornness, but rather changes that were required to be made for overall game health and as such may not be visible to even experienced Clan Leaders but are very evident to us. We continue to monitor Clan health in detail and if we do see issues develop we will take action to deal with them.

Create a new rank for clans that's forced upon players who would currently end up being stuck with their probation period. This rank would have none of the options available which you mention on page 1. After the probation period is over the player automatically moves towards recruit rank. Would this be possible?

I am not above anyone in matters of Clan development - those are decisions made by the developers and designers within Jagex, as outlined by the business requirements set by the management team. As a Community Manager I raise the feedback presented by the players and feedback the decisions made by Jagex to the players. I don't make development decisions in the way you seem to suggest.
I do do a chunk of analysis based on Clan data though, monitoring the health of the community. I pass that on as data driven evidence based feedback also. That data is business sensitive though and so cannot be shared beyond the company. Again, it is not the decision making part of the process but it is used to inform the discussions we might have internally.
