Not only do I not see an issue, if this is for avatar buffs, this better be the requirement.
I do not need, want, or expect my clan members to pointlessly cap at a citadel that is already completed for the use of the avatar. Why should I when we don't even need a fraction of the amount for upkeep and it'd all go to waste?

Edit: if the 45% extra capping, bonus xp reward from capping each week and from having lvl 3 isn't enough for you to cap, then that can be looked at separately. Requiring every clan to cap for avatars to satisfy a few clan's need for workers is not the answer imo.

This is true and I agree with it. However, the upkeep requirements were just lowered significantly so there will be more clans with T7 who will not want nor need these as well. Regardless of that, there are many types of clans that do not expect their members to work up there. This would be forcing all clans that wanted to use avatars to work up there.

While it's great for clans that want more workers, I see no reason it should be forced on every other type of clan.

1 star you get 1% (2%) avatar boost
2 star you get 2% (4%)
3 star you get 3% (6%)

As long as when someone leaves a clan their fealty gets reset (as it does not atm) then if someone wants to get an avatar boost they will have to skill at the citadel until they gain fealty.

This would benefit clans as it would encourage people to use the citadel every week in order to keep fealty 3 and max avatar boost. I think it would also be fair for new people joining because once they have done their bit up the citadel they certainly deserve avatar boosts.

I am sorry but I do not agree with this. We don't require people to cap in our clan although we do encourage it. A lot of our ranks have 99s in all the plot skills so xp really isn't an incentive, they cap out of love for the clan. If upkeep is met and there is no need for someone to collect resources then they shouldn't really be forced to just so they can use the avatar. I think putting too many restrictions on the useful features of having a citadel would just make it a hassle and not an incentive.

I do not think this is a good idea. When people join clans they do it, in some cases, for the benefits being in a clan offers. The avatar bonus is a small one, but nonetheless a benefit.

And I know from seeing posts in the forums here and from trying to make capping a top priority, it does not work. You cannot force people and if you do try, you lose them.

With the new seven day wait implemented now, adding a penalty would not be a good idea in my opinion.

Time/xp/gp wise, it wouldn't be worth the time spending hours capping a skill that you're maxed in for a 3% avvy buff to use on something you're not.

If there must be a probation to hand in orts for new members.. it doesn't need to effect everyone else.... lol...

Regardless of whether or not fealty is tied to the avatar boost, it still needs to fall each week you don't cap enough. The current system is just plain broken.

This whole kicking to avoid probation dilemma is starting to get out of hand in my clan. Earlier today about a dozen people came into our clan chat and started trolling, saying they were "here to take Morgan" (I didn't even know who Morgan was until I noticed the way one of my clan mates was acting towards them). After I kicked all of them I pmed my clan mate asking what was going on and yet another clan mate asked for a kick to skip their probation.

I told him I wouldn't kick him because it was possible bug abuse and he acknowledged that and left on his own. When I asked why all those people came in to troll, he said he was hoping I'd kick him for it.

Would really like some clarification on this to make sure it's a bug (which I'm assuming it is). I don't mind kicking people to give them an easier time joining a new clan (plus it gives you an opportunity to find out why they're leaving), but I won't do it if it's abusing a bug/oversight. This is the second time this week that we've had trolls guest like this, and the third time a clan member has asked for a kick.

I like the new probation system but this is beginning to be a hassle. Turning guesting off is not a permanent solution for us as we have many people guesting while waiting for their cool down to end. =/

Yep we need a whitelist, the kicking glitch needs to be fixed, and we need to be able to see how many days of cooldown people on the whitelist have. Not to mention being able to send recruiting invites to people from the whitelist.

how hard Maz and the couple of other Jmods that are working on CLF's and clan's in general' behalf are working...

.. but this cooldown update (if we must have it)... should have been implemented after everything else that has been introduced recently (mute.. 7 day rejoin..) or is going to be because of the update (improved guest features, etc.). Jagex skipped crawling and went straight to running with this update.. sigh
