Capping isn't as bad in my clan. I have a very generous clan member who gives citadel boosters to other clan members and i'm grateful for that.
I do wish citadel boosters were easier/cheaper to get or be able to be obtained through in-game methods.

While the Citadel is not ideal in a number of ways it is far from dead content - a lot of players use their clan citadel every week, myself included.
If there was no upkeep requirement I wouldn't perform my cap anymore as the XP is simply not worth it for the time investment( I usually get more from my daily spins), so it would be dead content. The only thing that keeps me, and the majority of my clan members coming back to cap each week is because we don't want to lose something that took us a very long time to achieve so we in a way forced to do it as a weekly for 1-2hrs.
Instead of simply referring to an old document why not try to help the ones that's its not desirable for instead of putting items that can help behind a paywall and then making them non trade able? I was very happy when I saw that citadel boosters were coming into the game.. Until I saw the price that they are now. £1.75 based on the price you charge for 100 rune coins, or a bond a week, or purchase 3 bonds and get the 6 booster package. Surely you can see the issue there?
With brawling gloves some of the plots (cooking) are really good xp.
I do agree though, it shouldn't be that you lose your hard earned work if you miss out on upkeep for a week, I think it should be more lenient.
I laid some more thought into this as I have always been a big fan of capping at citadel its part of being a clan.
But my views are slightly changing
2011 the Citadel was released - Id say an average clan leader spends 2hrs up there each week. The citadel isnt the easiest thing in game to manage.
So working off that very basic tool, I have spent over 450hrs in the citadel. I know that many times I have had to go out and work out the citadel capping as we made it through to tier 7.
Now matthe while I respect what you are saying, you cap, and help out, but lets be real here, ive been doing citadel every week since release. I own the clan and its my baby as such. The hours of planning, asking people to cap locking skills, unlocking, resources etc etc for 5 years now. With no real love of a upgrade, nothing new, nothing different apart from some xp drop changes.
For the people who have put everything in to make the concept jagex asked us to do, the thought of losing it all is sickening. I am only one of the many people who worked hard for the citadel to be maxed.
I kinda changed my mind now, as if I put my real life thinking hat on, I dont know any company that would let that many man hours go to waste with out people keeping their reward.
the reward should be they keep what they worked for, many of us would still cap, but its a complete pain to have to go up each week and set targets and work with a system that dosent actually work very well.
My view, I love my citadel allot, we worked incredibly hard to have it looking like it does. Should the clans who make it be rewarded, if you cant change the spagetti code to put more stuff in to make players want to go up there for new skills, then help us by not taking what we worked hard for in the first place.
I do not support. If you don't like citadels, don't have one.
What causes more dissent among clans is when one clan leader tries to have how clans function changed for everyone, based on their own personal likes or dislikes
